Description
NASA/LaRC plans to award, on a sole-source basis, to Knowledge Sharing Systems, Inc. (KSS) under NASA Contract Number NAS1-00113, the designing; development; integration; and implementation of a new Technology Transfer Information Management System (TTIMS) for the National Institutes of Health (NIH), Office of Technology Transfer's (OTT) existing Invention Tracking System (ITS) using the NASA Technology Transfer Tracking System (NTTS). The new system will incorporate the present functionality of the ITS while moving the system to a fully relational data base management system. The new system will include the OTT foreign filing database, the OTT CRADA FileMaker Pro database system, enhanced security functionality with upgrading, and integration of a new report generating system. The Government does not intend to acquire a commercial item using FAR Part 12, due to the unavailability of commercial products based on a NIH Market Survey. See Note 26. Also to meet the requirements to modify the code of the NASA TechTracS system to incorporate the requirement to merge three invention databases of information from NIH OTT into the NASA TechTracs system in 6 months requires that a contractor have demonstrated not only an expert knowledge of the technology transfer process, but have a proven track record in systems development using the 4th Dimension relational database and its associated software. KSS has demonstrated that they possess the expert knowledge of the NASA System and its development tools over 8 years. They have a clear-cut knowledge and experience with the 4th Dimension software and its plug-ins as well as the experience in troubleshooting compatibility issues and bugs. KSS is the only firm capable of meeting NIH's OTT phase 1 requirements in a 6-month timeframe. Therefore, this award is being made under the Authority of 10 U.S.C. 2304(c )(1), FAR Part 6.302-1(a)(2). See Note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m.,December 5, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not this procurement should be conducted on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
