Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. No written solicitation will be issued. Solicitation No. RQ70010010 herein is a Request for Quotes. The Nuclear Regulatory Commission (NRC) intends to enter into negotiations with Exitech Corporation on a sole source basis for a training course entitled, "Training and Management Challenges in Decommissioning and Decontamination Projects." The areas of instruction (using activities at the Hanford site as examples) to be presented include methods for processing of radioactive sodium and sodium-potassium alloys utilized in sodium-cooled fast breeder reactors, methods for decontaminating surfaces exposed to sodium and sodium-potassium alloys, and methods for estimating the cost of performing the two aforementioned activities. This course will facilitate Kazakh inspectors in performing inspection of decommissioning-related activities at the BN-350 fast breeder reactor near Aktau, Kazakhstan. The 10 day, 80 hour training course will be taught at Exitech facilities in Maryville, Tennessee and at the Hanford site in Washington state. The contractor must have facilities and resources sufficient to prepare course-related material. All prepared material should be usable by Russian language speaking participants (i.e., participants who do not speak English) either by translation or interpretation. The contractor shall also provide all logistical arrangements (airfare, hotel, per diem, etc.) in accordance with applicable Federal Travel Regulations for the Kazakh participants. The period of performance will be from November 5 to 18, 2000. No activities beyond conduct of the November 5 to 18, 2000, training course are planned. The Government intends to negotiate solely with Exitech Corporation, 102 East Broadway, Maryville, TN 37804, for a firm fixed priced procurement for presentation of the training course referenced above. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-17a. FAR 52.212-1 Instructions to Offerors-Commercial Items, and 52.212-4 Contract Terms and Conditions-Commercial items applies to this acquisition.
