- Mission Planning Support Contract (MPSC) This is a Sources Sought Announcement only; there is no solicitation available at this time. The Mission Planning Division (LHM) at Hill Air Force Base, UT is seeking sources that can provide the necessary expertise and support for the Mission Planning Support Contract (MPSC). There are currently two contracts providing this support and our intention is to combine both efforts into one contract. The first effort is the System Support Facility (SSF). This portion will provide on site engineering services and logistics support for the maintenance and test of software and associated hardware for all USAF and foreign mission planning systems. This effort will be at Hill AFB, UT with travel required occasionally. Support will consist of software and hardware maintenance on mainframe UNIX and DOS based systems; software and system integration testing; independent verification and validation of software; provide subject matter expertise for real-time user telephone and field support; duplication and distribution of software and documentation; acquisition logistical support; development of systems users manuals, system administrators manuals, and maintenance manuals; development and installation of systems hardware and software modifications; configuration tracking and data library/repository maintenance; develop and conduct systems administrator and operational training; and system administrator support for organization support equipment. The second portion of this contract will be Site Support Representatives (SSR). This task provides systems administration and mission planning support at MAJCOM specified Air Force installations. These locations include the United States, Alaska, Hawaii, Far East, Mid East, and Europe. Support will consist of applying advanced technical training and professional expertise in application of computerized ground support equipment for aircraft weapon systems requiring data transfer device initialization using specialized software and hardware systems identified at AFMSS Unix or AFMSS PC. Perform complex mission planning and mission analysis tasks incorporating weapon system knowledge and expertise combined with mission planning system expertise and software training to develop suitable mission solutions as required. Work closely with USAF crewmembers on a daily basis to establish and define suitable mission parameters to meet operational objectives and safety requirements based on technical military knowledge and experience. Reconfigure systems to effectively utilize removable components such as hard drives, solid-state memory devices and networked resources. Define, implement and maintain procedures and practices for loading new or updated charts, mapping updates and aeronautical information. Analyze software, hardware and system problems found by the user at the unit or squadron to provide problem identification, resolution and tracking. Provide supplementary AFMSS training for squadron members. Accomplish hardware configuration management and control. Create and deliver technical briefings for mission planning equipment, software and data for USAF squadron personnel. Support unit exercises, daily operational training missions, deployments, and real world contingencies. Set-up and conduct system demonstrations. Maintain system administration currency. Support meetings and generate reports as required. Provide on-site presence in mission planning areas for technical support and assistance. This effort will require the contractor and its employees to have or have the ability to get a minimum of a secret clearance with a background investigation. The Government does not intend to award a contract on the basis of this notification or otherwise pay for any information or inquiry. This synopsis is for planning purposes only and does not constitute a solicitation for bids or proposals. Firms submitting a response expressing interest should indicate whether they are large, small, small disadvantaged, 8(a) or women owned business. If a sufficient number of small businesses, women-owned, Hub-zoned, HBCU/MI or 8(a) certified businesses respond to this announcement the acquisition might be 100% set-aside. Firms should indicate what Standard Industrial Classification (SIC) code the firm utilizes for this type of requirements. Offerors capable of providing all of the described services are invited to submit a statement of capabilities by 4:00PM Mountain Time before 10 November 2000 to : OO-ALC/LHKC, Attn Stephen Harris, 6039 Wardleigh Road, Bldg 1206, Hill AFB, UT 84056-5838. Please limit responses to 20 pages and be specific on your experience in providing the personnel and services we need both here at Hill and worldwide. The length and type of contract is still under consideration. Your response should indicate (1) What do you believe is an adequate length of time for the contract's period of performance? Why? (2) The current contract type is Firm Fixed Price. Would you prefer an alternate pricing arrangement and if so, why? And (3) Any additional questions. An Industry Day has been planned at Hill AFB on Thursday, 2 Nov 2000. We will provide a briefing, answer questions, have a hands-on demonstration with the mission planning equipment, and provide a tour of the facility here on base. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or the source selection process.
