Description
The resultant contract will be an "Indefinite Quantity" type of contract which will require mechanical and electrical engineer design disciplines on projects conceived to repair, improve and remodel buildings, utilities and other facilities. Asbestos removal and disposal will be included in some of these projects as a part of the demolition process. In addition, services may include special studies requiring detailed analysis and written reports; bidding and award activities, construction administration and inspection. The contract will provide for a basic term of one year and four one-year option periods. The maximum aggregated fee will not exceed $950,000 for the possible five year performance period with an estimated $190,000 per year. Maximum dollar limitation is $300,000 per delivery order. A one time order of $5,000 is the minimum for the five year period. Specific projects, as they are approved, will be accomplished by the negotiation and issuance of individual fixed-price delivery orders. Consideration of responses will be limited to those firms which principal offices are located within 100 miles of the Jefferson Laboratories of the FDA. Each potential contractor and its consultants will be evaluated on the following factors, of equal importance: (1) Professional qualifications of the firm; (2) Specialized experience and technical competence in Repair and Retrofit projects; (3) Capacity to accomplish the work in the required time frame, i.e., 120 days per delivery order is typical; (4) Past Performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. Firms which meet the requirements of this announcement are invited to submit for the firm and all consultants, in original and three copies, (1) a Standard Form 254, "Architect-Engineer and Related Services Questionaire," (2) a Standard Form 255, "Architect-Engineer and Related Services Questionaire for Specific Project," and (3) any supplemental data which is pertinent to this acquisition. Responses shall be submitted to the attention of Marcia Park, at the address shown above, no later than November 17,2000. This is not a Request for Proposal.
