Description
NASA/DFRC plans to issue a Request for Proposal (RFP) to acquire Engineering and Technical Services for Flight Research and Development. The effort will be performed on-site at the Dryden Flight Research Center, Edwards, CA. It is a follow-on effort for Contract No. NAS4-50066. The following Research Functional Support will be required: (1) Aerostructures Flight Test, (2) Meteorology, (3) Flight Test, (4) Aerodynamics, (5) Flight Controls, (6) Flight Dynamics, (7) Flight Systems, (8) Flight Instrumentation, (9) Operations, (10) Propulsion & Performance, and (11) Aerospace Vehicle Systems Design. The following Research Functional Support will be required: (1) Special Scientific and Engineering Studies, (2) Calibration & Environmental Test Lab, (3) Flow Visualization Facility, (4) Multidisciplinary Analysis, (5) Experiment Design & Integration, (6) Printed Circuit Board Design, (7) Instrumentation Fabrication, (8) Instrumentation Lab, and (9) Model Design & Fabrication. The following Aerostructures Laboratory Support will be required: (1) Test Engineering, (2) Electrical Engineering, (3) Control Systems Engineering, (4) Structural Test Operations, and (5) Aerostructures Instrumentation. Public Affairs, Commercialization and Education; ISO 9000 Auditing; and Special Projects and Studies will also be supported by this effort. Safety system support will become part of the effort in April 2002. The proposed contract will utilize a Requirements contract structure for Fixed-Price Award Fee (FPAF) and cost-reimbursable contract elements. Performance of work shall be accomplished through the issuance of task orders per the contract schedule. Basic term of the contract will be two years with a three-year option period. A detailed Statement of Work will be provided with the RFP. The procurement will be a 100 percent small business set-aside. See Note 1. Teaming/Partnering arrangements are encouraged. A listing of firms that responded to a Sources Sought for this Procurement will be posted. NASA/DFRC intends to offer a Site Visit to prospective offerors. Details of the Site Visit will be released in the RFP. The primary NAICS code is 54133 (SIC code was 8711). The size standard is $20 million. The DPAS Rating for this procurement is DO-C9. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The provisions and clauses in the RFP are those in effect through FAC 97-19. The anticipated release date of RFP4-00017 is November 13, 2000 with an anticipated response date of on or about December 13, 2000. Prospective offerors shall notify this office of their intent to submit an offer. No Draft RFP will be issued as part of this procurement. Oral proposals will be used in the solicitation process. All qualified responsible sources may submit a proposal which shall be considered by the agency.
