Description
The General Services Administration (GSA) hereby announces their intent to issue a Request for Proposal (RFP) in a negotiated procurement for construction services for the IRS Modernization Project at the IRS Building, 1111 Constitution Avenue, NW, Washington, DC. The construction will consist of: replacing the basement floor, basement parking area and ramp with a reinforced concrete slab; replacing mechanical piping systems beneath the basement floor and associated moats; replace and upgrade entire basement mechanical, plumbing, and electrical systems; provide sprinkler protection throughout building, replacement of fire doors; window refurbishment including security treatment and lead paint abatement; replace all toilet facilities and necessary plumbing from the basement to the seventh floor; clean and re-point exterior stone and masonry of the building. The base bid with options has an estimated construction range of forty-five million to fifty million dollars. The contractor must provide all management, supervision, labor, materials, supplies, and equipment (except as otherwise provided) and must plan, schedule, coordinate and assure effective performance of all construction to meet GSA and client agency requirements. The building will remain in operation during all phases of construction. Any utility outages will be coordinated with the client agency. The preponderance of the work is to be performed at night from 7 p.m. to 5 a.m. One contract will be awarded subject to availability of funds. The selection process will utilize Source Selection Procedures in accordance with FAR Subpart 15.3. This negotiated solicitation is open to both small and large business firms. The RFP will be available for issuance on or about December 22, 2000, (both electronically and hard copy) and proposals will be due 30 calendar days after issuance.
