- The Defense Advanced Research Projects Agency (DARPA), Advanced Technology Office will host an industry day on 9 November 2000, at the Scitor Corporation Auditorium, 14660 Lee Road, Chantilly, VA. The purpose of the Industry Day is to familiarize industry with the WolfPack program, acquisition strategy and the associated technology needs in the areas of advanced detection, characterization and spectrum dominance of wireless, military radio frequency (RF) networks. The WolfPack concept focuses on the inherent advantage that a distributed network of close proximity WolfPack units has over current standoff EW platforms by being able to deny communications to enemy forces while having no impact on Blue or neutral forces. The system includes cooperative monitors/jammers that integrate a complex set of functional components tailored to the needs of the specific mission environment. Initial studies indicate that the WolfPack concept is extensible to the Suppression of Enemy Air Defenses mission area, to defeat radars and communications links. WolfPack is a $50M+ program with a concept development team currently assessing baseline Operational and Technical Architectures. This Industry Day will discuss efforts to develop and demonstrate a range of innovative Electronic Counter Measures and Counter Electronic Support Measures technologies in both the communications and radar spectrum. The emphasis in this effort is technology innovation and not extensions of legacy techniques. Areas of interest include but are not limited to: high efficiency sub-resonant antenna design; low power wide-band signal collection and processing capabilities; networking algorithms to allow coordinated access to the spectrum by WolfPack units, military users and SIGINT systems; and distributed algorithms to rapidly detect, geo-locate, identify, and jam/spoof critical networks and nodes with low power electronics. The information generated by WolfPack to carry out its mission is also to be made available to other users to allow them to enhance their situation awareness. Solicitations will be released shortly after the Industry Day. The program plan is to make multiple awards to System Design and Technology Development Teams as well as individual niche technology developers to define alternative solutions to the WolfPack operational concept as well as to pursue unique High Risk/High Payoff technologies. Receipt of proposals is projected for the second quarter of FY2001. Attendance at the Industry Day is not a prerequisite for submitting a proposal. Seating at the Industry Day briefing is limited. Request a maximum of two (2) representatives per offeror with six (6) persons maximum per corporation; please include up to two (2) alternates for the meeting. Badging and sign-in will begin at 0830 hours and the government briefing will begin at 0900 hours and conclude at 1230. The meeting will be restricted to secret NOFORN participants.
