Description
The U.S. Department of Housing and Urban Development created the Real Estate Assessment Center (REAC) based in Washington, DC. One of the responsibilities of the REAC is to assess the physical condition of HUD's portfolio (public housing, FHA-insured, assisted and similar properties). HUD developed a computerized uniform and objective inspection software for use in hand-held computers when conducting physical inspections for the REAC. HUD anticipates hiring private contractors to conduct a majority of the required inspections that may not be limited to HUD properties only. Selected contractors will download property profile information via the Internet from HUD databases, conduct the on-site inspections professionally and timely by using the HUD inspection software and contractor-owned hand-held computers (commonly referred to as DCDs) and promptly upload the results back to the HUD databases. The REAC will then score the physical inspection based on the pre-determined scoring methodology and will use the inspection scores, along with scores from other areas (i.e., finance, management and customer satisfaction), to complete assessments of the individual properties and property owners. The anticipated date the solicitation will be available is on or about August 14, 2000. The closing date for receipt of offers will be addressed therein. Interested parties may obtain a copy of the solicitation by either accessing the following web page: http://www.hud.gov/cts/ctsoprty.html or by submitting a written request with two self-addressed gummed labels to the referenced individual below. The fastest and most convenient method of obtaining a copy of the RFP is by downloading it from the Internet. HUD posts all required notices of its contracting opportunities on its Internet Home Page Contracting Opportunities site. Potential offerors who download copies of solicitations may automatically receive e-mailed notification concerning issued amendments! to the applicable solicitation. HUD is currently phasing-in HUD's new Electronic Source List (ESL) service. Using this free service, offerors will be able to register for email notifications whenever amendments are made to a specific solicitation you have downloaded. The list of sources who have registered will be posted to this site. If you are interested in subcontracting opportunities, you will be able to view the list and contact the registered sources to market your services. The solicitations identified as "ESL available" offer this free service. To receive these notifications, offerors must click on the link for e-mail notification where prompted in the RFP announcement on the HUD web. Otherwise, offerors are advised to check the web page frequently to see if HUD has issued any amendments to any solicitation you may have downloaded. All amendments will be posted to and may be downloaded from the referenced web site above. Lastly, a pre-proposal conference is anticipated to be held at HUD Headquarters. Information on this planned event will also be posted on the HUD Contracting Opportunities web site referenced above. HUD anticipates making multiple awards using an Indefinite Quantity Type Contract for each.
