- Request for Information (RFI) Emerging Launch Capability Development Alternate Access Project THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. NASA George C. Marshall Space Flight Center is hereby soliciting information for potential emerging launch capability development to enable alternate access to the International Space Station. NASA desires safe and affordable access to low earth orbit and the International Space Station on more than one U. S. launch vehicle. In addition, NASA goals are to foster and enhance U. S. commercial opportunities in space. In order to ensure that emerging launch companies (ELC's) have the opportunity to become competitive launch service providers, NASA seeks industry comments and statements of interest about potential launch capability development. Accordingly, this Agency is considering the possibility of soliciting proposals from industry that will be undertaken which foster an enhancement of their launch capability while taking advantage of NASA's facilities, personnel and technical capabilities. The current schedule indicates a solicitation may occur in the early 2001 timeframe. Information is requested to identify specific tasks which industry would propose to undertake at, or with the assistance of, NASA Centers. These could include tasks that require access to NASA facilities, include technical assistance of NASA personnel, and/or use of NASA design and analysis tools or equipment. Data should include the specific NASA Center, Center Point-of-contact (POC), and a proposed timeframe for conducting the proposed task. The technical approach and expected payoff should be clearly identified to the extent practical. Specific rough order of magnitude (ROM) NASA cost of participation may be supplied, if available. If NASA costs are not provided, quantification of the activity should be provided in an appropriate measure, such as work hours, computer time, or time in a facility, etc. A listing of NASA Center POC's is attached. This RFI is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. Respondents will not be notified of the results of the review. Any questions regarding this announcement should be directed to the identified point of contact. The solicitation and any documents related to this procurement will be available over the Internet.
