Description
On 15 June 2000, the Ballistic Missile Defense Organization (BMDO) conducted a Joint BMDO Industry Forum where it announced its intent to fulfill future contract support for professional engineering, consulting, and information technology services using Federal Supply Service Schedules. These services were defined as "Category II Augmentation Support." Since the Joint Industry Forum, the BMDO has developed an implementation strategy that will occur in three phases. PHASE I -- DEVELOPMENT OF AGENCY REQUIREMENTS: The migration of existing support contract requirements into appropriate work packages adjusted by the Agency reorganization and the revised mission areas within each functional organization. PHASE II -- PRE-QUALIFICATION OF POTENTIAL CONTRACTORS: Potential offerors will be requested to submit "pre-qualification" packages to the BMDO for the review and award of Blanket Purchase Agreements (BPAs) which will form the basis of future solicitation and award of GSA Orders. Offerors are encouraged to form teaming arrangements to the extent that they determine appropriate. Pre-Qualification Process and Criteria. Contractors interested in providing these services must be pre-qualified as follows: a) All potential contractors must have a current GSA Contract in Professional Engineering Services Schedule 871, or the MOBIS Schedule 874, or Information Technology Services Schedule 70. b) All potential contractors must have a Blanket Purchase Agreement (BPA) with BMDO. A standard BMDO BPA, downloaded from the BARBB, will be completed and signed by the Team Leader (and team partners if applicable) and submitted to the BMDO PCO for consideration for a BPA award. If a team BPA is proposed, a Team Leader must be identified and each Teaming Partner must have a GSA Contract as outlined in a.) above at the time of submission of a response. Only one response is allowed from a team. All potential BPA holders, including Teaming Partners, must be fully compliant with all terms and conditions of the BPA prior to submission of a response. c) A BMDO Board will convene to select and award BPAs to best-qualified contractor/contractor teams sufficient to assure competition for Agency orders. The BMDO reserves the right to award BPAs to those contractors/ contractor teams determined to have the greatest potential for meeting the Agency needs. BPAs will be awarded according to the following criteria: (i) Demonstrated capability of both Team Lead and Teaming Partners to provide these services; (ii) Past Performance track record in providing related services; (iii) Experience w/Ballistic Missile (or related technology) services and (iv) Degree to which the BPA Team makeup provides potential to achieve Socio-Economic goals through direct awards to team partners (who are Small Business, Small Disadvantaged Business, and/or Small Woman-Owned Business). d) AWARD OF A BPA MEANS THE BPA HOLDER AND TEAM PARTNERS ARE PRE-QUALIFIED BUT DOES NOT GUARANTEE EITHER A SOLICITATION OF TASK ORDER AWARD. The Board will review BPAs annually. PHASE III -- SOLICIATION OF REQUIREMENTS: Agency requirements will be solicited in a time phased fashion driven principally by the incremental expiration of the existing support services contracts (see BARBB for dates). The requirements will be grouped by Agency functional organization needs. Requirements will be solicited only among pre-qualified BPA holders and proposals will be evaluated as described in GSA special ordering procedures IAW FAR 8.402. Awards will be placed directly with BPA Team Leads (and/or Teaming Partners). This CBD notice provides advance notice and information; however, by early November 2000 more details of this program, including summaries of the work scope anticipated by each BMDO functional organization, will be posted on the BMDO Acquisition Reporting Bulletin Board (BARBB) http://www.acq.osd.mil/bmdo/ barbb/barbb.htm. In addition, BMDO will conduct an open industry forum on or about 15 November 2000 to present details of the "Category II Augmentation Support" implementation, to preview upcoming requirements, and entertain industry questions. Further details on the open industry forum will be announced on the BARBB.
