- Description
- Multi-INT Tasking, Processing, Exploitation, and Dissemination (TPED) Systems (MITS) Sources Sought. The Government is interested in developing, fielding and sustaining Multi-INT Tasking, Processing, Exploitation, and Dissemination (TPED) Ground Systems compliant with the DoD Joint Technical Architecture, the ESC Command and Control System Target Architecture, and approved IMINT, SIGINT, and MASINT standards and architectures. MITS will include two separate but related activities: development and integration. The number of contracts, contract types, and contractual relationships have not been approved. MITS is intended to integrate existing hardware and software products to provide new and/or upgraded ISR capabilities. No significant hardware development is envisioned. Software development is primarily for the "glue" software to integrate existing COTS and GOTS applications. The range of products will be from system components (e.g.- workstations) to stand alone systems. The range of services will include (but not be limited to) studies and analysis, maintaining an understanding of planned upgrades to Community ISR systems, configuration management, system engineering/integration, planning and sustainment services. MITS will initially be used for ESC ISR programs but the scope includes the ability to include programs from other Services. A primary objective is to ensure current and future interoperability between AF DCGS and C2 systems. MITS is comprised of two separate efforts: System Integration and System Development. The System Integration effort is applicable only to the Air Force DCGS capability and will include system integration and planning for the Air Force DCGS. The System Development effort is applicable to the Air Force DCGS as well as other Service Multi-INT TPED systems and will provide new TPED capabilities as well as upgrades and system enhancements. Potential offerors will be required to have staff personnel with TS/SCI and SAR clearances and facility and storage capability in accordance with the Industrial Security Manual by contract award. Foreign participation on this contract is not authorized. Interested offerors are requested to submit a statement of their qualifications and supporting documentation for either the System Integration and/or System Development effort. This synopsis is for planning purposes only, and does not constitute and IFB or an RFP, nor does its issuance restrict the Government as to the ultimate acquisition approach. The information you provide will be evaluated to identify qualified potential offerors. The Government does not intend to award a contract on the basis of this notice, or to otherwise pay for any information solicited. Specific areas to be addressed in the statement of qualifications of offerors for the MITS System Integration effort are: 1) Staff personnel with TS/SCI and SAR clearances and facility and storage capability (e.g., integration and office space) in accordance with the Industrial Security Manual by contract award, also, please provide details on any past experience with access to classified networks (e.g. SIPRNET or JWICS); 2) Past experience in performing complex ISR system integration efforts with examples of specific contributions; 3) Understanding of the Air Force mandated standards and architectures required for DCGS and how they affect achieving the goal DCGS; 4) Understanding of the Air Force's goal for a distributed, network centric DCGS and the issues that must be overcome to migrate legacy systems to a common system. Address ways to achieve commonality, maintain configuration control across multiple operational sites, manage interfaces, issues with accreditation of new capabilities in accordance with DCID 6/3, and resolve changes pushed from dependant programs. (White Paper, 12 pages, unclassified) Specific areas to be addressed in the statement of qualifications of offerors for the MITS System Development effort are: 1) Staff personnel with TS/SCI and SAR clearances and facility and storage capability (e.g., development area and office space) in accordance with the Industrial Security Manual available by contract award, also, please provide details on any past experience with access to classified networks (e.g. SIPRNET or JWICS); 2) Past experience in designing, building and integrating COTS hardware and software in various TPED ground systems, 3) Specific knowledge and understanding of how ISR TPED capabilities and systems operate and how they support the Command and Control process; 4) Understanding of the Joint Technical Architecture, Common Imagery Ground Surface System architecture and standards, and Joint Airborne SIGINT Architecture as they currently exist and how they apply to development of TPED capabilities. (White Paper, 12 pages, unclassified) All statement of qualifications must be received by 4:00 PM (EST) November 1st, 2000. Responses will be evaluated by the Government to identify those offerors with the best qualifications for the System Integration and System Development efforts. Offerors will be notified of the results of their evaluation by letter. It is the Governments goal to provide results by 30 November, 2000. See Note 26.
