- Description
- NASA/MSFC plans to issue an Invitation for Bids (IFB) for the construction project entitled "Repair and Modernize Electrical and Mechanical Systems (4619) Phase II". The work to be performed under this project consists of providing the labor, equipment, and materials to perform the rehabilitation of the mechanical and electrical systems in the southwest portions of Building 4619. This facility, housing the Structural Dynamics and Thermal Vacuum Lab which conducts a large part of the experimental research and testing at MSFC, was constructed in increments starting in 1963. The mechanical and electrical systems have exceeded the manufacturer's stated useful life. The replacement of mechanical and associated electrical equipment will consist of installation of new constant volume air handling systems with direct digital control. Elimination of existing electric heat will also assist in meeting the Energy Conservation Requirements. All requests must be in writing and contain the complete company name, address, and phone/fax numbers. Requests for IFB packages must include a cashier's check in the amount of $25.00 made payable to "NASA MSFC CASHIER". Award of this project is contingent upon the availability of funds. Safety records of the prime contractor and subcontractors will be a consideration at award time and the prime contractor must have an EXPERIENCE MODIFICATION RATING (EMR) OF 1.0 OR LESS AND PROOF INCLUDED WITHIN THE BID PACKAGE. THE PRIME SUBCONTRACTOR'S EMR RATING SHALL BE NO MORE THAN 1.1. REQUESTS FOR IFB PACKAGES WILL NOT BE ACCEPTED LESS THAN TEN DAYS PRIOR TO BID OPENING. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The order of magnitude for the procurement is between $1,000,000 and $5,000,000 and the effort shall be completed within 360 calendar days after notice to proceed. This procurement is a total small business set-aside. [See Note 1]. The NAICS Code and small business size standard for this procurement are 233310 and $32M, respectively (CROSS REFERENCE SIC CODE 1541). The anticipated release date of the IFB is on or about October 31 with an anticipated offer closing date of on or about November 30. The firm date for receipt of bids will be stated in the IFB. IFB packages will be available from the office of the personnel listed below. All responsible qualified sources may submit a bid which shall be considered by the agency.
