- NASA/JSC plans to issue a Request for Offer (RFO) for the award of three electrical construction Indefinite Delivery Indefinite Quantity (IDIQ) contracts for the electrical modification, repair, and rehabilitation of facilities at the Johnson Space Center (JSC), and at other such locations for which JSC is responsible against which JSC may issue fixed price Delivery Orders. The contracts will be awarded under the North American Industrial Classification System (NAICS) Code 23531, which corresponds to the former Standard Industrial Classification (SIC) Code 1731. Each contract will be awarded with a minimum contract value of $10,000 and a maximum contract value of $10,000,000, over a three-year period, beginning in FY 2001. Electrical projects will be selected by the Government during this period for limited competition among the three firms that have been awarded an IDIQ contract. This procurement will be conducted under the Small Business Competitiveness Demonstration Program and award of the contracts will be based on the use of NASA Mid-Range Best Value selection procedures (see NFS 1871). The NAICS code and small business size standard for this procurement are 23531 and $7 million, respectively. As part of the forthcoming IDIQ solicitation, the first delivery order will be openly competed. This project provides for the upgrade of JSC exterior site lighting system components, including the replacement of the 480 Volt, 3-phase street and parking lot lighting circuits. New underground conduits and conductors shall be provided. The existing circuit breakers feeding the lighting circuits shall be replaced with thermal magnetic with adjustable instantaneous trip type, with an auxiliary contact to report trip condition. The auxiliary contacts shall be tied into the site Utility Control System by the Contractor. The conduit of existing feeder cicuits beneath the buildings may be used to eliminate having to bore under the buildings, however, all existng conductors shall be replaced with new conductors. The new underground circuits shall be in schedule 40 PVC conduits. Conduits shall be bored under roadways, driveways and sidewalks. Conduits extending above grade shall be PVC coated RGS. An underground junction box shall be installed at each light pole for splicing and feeding conductors to the light poles. Junction boxes shall be installed flush to grade. Replacement of the existing luminaire and wiring of the light poles are included in this project. New nameplates shall be provided and installed on each light pole. The estimated construction cost for the first delivery order is between $1 million and $5 million with a performance period of 2 years. The anticipated release date of the Request for Offer (RFO) is November 6, 2000, with an offer closing date of on or about December 22, 2000. The firm date for receipt of offers will be stated in the RFO. All qualified responsible sources may submit a proposal which shall be considered by the Agency. The DPAS rating for this procurement is DO-C2. The provisions and clauses in the RFO and model contract are those in effect through FAC 97-19. An ombudsman has been appointed -- See Internet Note "B" The solicitation and any documents related to this procurement (with the exception of the specifications and drawings)will be available over the internet. These documents will be in Microsoft Ofifce Suite (Word 6.0, Excel 5.0, or Power point 4.0) format and will reside on a World-Wide Web (WWW) server, which may be accessed using a www browser application.
