- Market Research: Market Research is collecting and analyzing information about capabilities within the market as it relates to an angcy's needs. In an effort to conduct market research, AETC CONS along with CAP-USAF have decided to post a Draft Statement of Work (SOW)for the Liaison Officer on EPS. If there are questions or information that one would like to provide to the Air Force in response to this Draft SOW please email Capt McCloud at tommie.mccloud@randolph.af.mil DRAFT STATEMENT OF WORK (SOW) FOR Liaison Officer (LO) 1.0. BACKGROUND. The function of the LO is to assist the Civil Air Patrol-United States Air Force (CAP-USAF)/Liaison Region Commander (LRC/CC), in the development and implementation of its policies, directives, and procedures as mandated by United States Air Force (USAF), Air Education Training Command (AETC), Air University (AU), and Headquarters (HQ) CAP-USAF. The LO will serve as an advisor to CAP-USAF and to the CAP Wing Commander. The LO will serve as the lead contractor in CAP-USAF Liaison Offices. The LO will develop and maintain a liaison relationship with USAF and Department of Defense (DOD) installation commanders as well as state, Emergency Services (ES) branches, Air Force National Security Emergency Preparedness Division (AFNSEP), USAF Emergency Preparedness Liaison Office (EPLO), Federal Emergency Management Agency (FEMA) and CAP Wing units. 1.1. SCOPE OF WORK. The contractor shall provide assistance to the government in carrying out the mission of CAP-USAF. The contractor shall be an advisor to CAP-USAF and CAP Wings. The contractor shall be the lead contractor for the CAP-USAF Liaison Office. In addition, the contractor shall provide assistance to the CAP-USAF in organization and planning, office operation, information management, cadet programs, finance, logistics, inspections, emergency services, reserve affairs, air and ground safety, aerospace education, public affairs, aircraft and vehicle maintenance, flight operations, Air Force assigned missions, and aviation matters related to CAP. 1.2. PERSONNEL. 1.2.1. Relationship of the Parties. This is a personal service contract as defined in Federal Acquisition Regulation 37.101. The contractor shall be subject to the day-to-day supervision and control of CAP-USAF or its designated representative. 1.2.2. Hours of Operation. Contractor shall set his/her own work schedule. Contractor shall obtain approval from a CAP-USAF representative before any work schedule becomes official. Absent a compelling mission related reason, the contractor shall be expected to work the standard eight-hour day, five days a week work schedule. 1.2.3. On Call/After Duty Hours. The government anticipates and the contractor shall be required to perform on-call or after duty (emergency) hours in the performance of this contract. There will be no additional compensation for after duty hours. Please see Sec J, Attachment #2 of this RFP for additional information on after duty hours. 1.2.4. Absences. Contractor shall be allowed 32 days of absence for vacation, medical and miscellaneous reasons. Absences shall be taken on an hourly basis. Eight hours of official leave shall equal one day of absence. All leave must receive approval from a CAP-USAF representative before it becomes official leave. Sick leave absences over three consecutive days must be verified by documentation, acceptable to the CAP-USAF representative, from a medical provider in order to be official leave. 1.2.5. Federal Holidays. The contractor shall be available to work all federal holidays unless granted the day off by CAP-USAF. If granted the day off by the Government that day will not count against the contractor's 32 days of leave. 1.2.6. Personnel Requirements. 1.2.6.1. Contractor should be able to read, write, and understand English. Contractor at Puerto Rico shall also be able to read, write, and understand Spanish. Contractor shall have knowledge of English or English and Spanish (for Puerto Rico) composition, grammar, spelling and syntax. Contractor shall have the ability to write, edit, and complete in final form reports and correspondence. 1.2.6.2. Contractor shall be retired from the Air Force. 1.2.6.3. Contractor shall be a retired field grade officer or above. Contractor shall have either been a pilot or navigator while in the USAF. Contractor should have at about 500 hours of pilot in command time with at least single engine land, commercial/instrument license. Contractor should have a thorough knowledge of small fixed wing aircraft operations. Contractor shall possess a current FAA Medical Certificate Second Class (or better) at time of application and while under contract. 1.2.6.4. Unless currently employed as a liaison individual to a Cap Wing, the Contractor should have about three retirement years or less from the USAF, or be within about six months of retirement date. 1.2.6.5. Contractor should have the ability to interact with high-level DOD, state and local government officials and civilian volunteers. 1.2.6.6. Contractor shall hold a current state vehicle driver's license. 1.2.6.7. Contractor should be able to operate computers to include various software, databases, and spreadsheets, such as, but not limited to, Microsoft Word, Excel, Access and Power Point. 1.2.6.8. Contractor should have knowledge of finance, budget, and supply processes. 1.2.6.9. Contractor should be able to do public speaking. 1.2.6.10. The contractor shall be able to successfully complete and maintain a criminal background check with Drug Enforcement Administration (DEA), US Customs and if necessary, if necessary, USAF, and the Federal Bureau Of Investigation (FBI) 1.2.6.10. Contractor should have knowledge of USAF administrative procedures, including correspondence preparation and suspense system. 1.2.7. Appearance. Contractor shall wear the USAF uniform, in accordance with (IAW) AFI 36-2903, along with a CAP-USAF Name Tag, to be provided by CAP-USAF. 2.0. PLACE OF PERFORMANCE The contractor's primary place of performance shall be one of the locations listed in Sec J, Attachment #1 of this RFP. The Contractor must select at least one of the locations listed in Attachment #1 in order to be evaluated. 3.0. GOVERNMENT FURNISHED PROPERTY (GFP) AND EQUIPMENT (GFE) The Government shall furnish the contractor the necessary tools to perform all tasks listed in this SOW. This shall include, but is not limited to, office space and supplies, computer equipment and software, telephone service, and internet service. Requirements for GFP and GFE shall be coordinated with the regional office and approval will be by the regional office or CAP-USAF. The contractor shall be responsible for the proper care; use and safeguarding of assigned GFP and GFE; and shall be held liable for misuse, abuse or negligence. 4.0. TASKS. CAP-USAF will provide the contractor monthly guidance for completing the tasks listed below. 4.1. Liaison Office. The contractor shall: . Monitor Air Force funded exercises IAW CAP-USAFI 10-802 . Validate travel expenses, office supplies and aircraft rental for the Liaison Office . Controls and safeguards property assigned to the Liaison Office IAW CAP-USAFR 67-2 . Manage the Government Services Agency (GSA) vehicle contract IAW CAP-USAFI 24-309 to include completing proper paperwork for billing . Coordinate use of assigned CAPRAP as required or directed IAW CAP-USAFI 36-5001 . Organize, administer and actively supervise Liaison Office operations and expenditures . Prepare and submit annual budget requirements to the LR/CC for the operation of the Liaison Office . Coordinate with DOD agencies for the required facilities for CAP sponsored activities . Coordinate with DOD agencies for use of DOD facilities for CAP units and assist the unit in getting a host-base support agreement to include review and renewal of licenses . Maintain currency and proficiency in compliance with all applicable FAA and Air Force (as determined by CAP-USAF) directives. . Advise the wing commander on short and long-range program deficiencies and provide recommended solutions. . Develop effective schedules to ensure each CAP unit is visited periodically and insure appropriate AF special interest items . Assist CAP, when utilizing a military installation, in coordinating transportation arrangements, facility utilization, necessary support equipment (audiovisual, etc), and use of instructional capabilities . Process DOD airlift requests to LR/CC . Act as a liaison to state and local government and civic organizations, including aviation and emergency services groups in support of CAP . Keep LR/CC staff informed of operations by submitting monthly reports. 4.2. Finance. The Contractor shall: . Provide oversight of all Air Force appropriated funds IAW CAP-USAFI 10-802 and CAPR 173-3 . Recommend to CAP-USAF the suspension of AF mission status assigned to a CAP wing and denial of reimbursement of appropriated funds assigned to a CAP wing when the contractor has concerns about safety, effectiveness, efficiency, documentation or financial management arise . Verify, validate, and process reimbursement requests IAW CAP-USAFI 10-802 and CAPR 173-3 . Monitor reimbursements to ensure no duplicate payments are being made utilizing federal, state, or CAP funds . Recommend and manage expenditure of government provided training IAW CAP-USAFI 10-802 and CAPR 173-3 . Assist the CAP wing in tracking and projecting expenditure of Air Force training funds IAW CAP-USAFI 10-802 . Serve as a non-voting member of the CAP Wing Finance Committee . Provide input and advice to CAP wing/unit fund raising activities . Process and submit paperwork for aircraft rental reimbursement for LO flights 4.3. Emergency Services. The Contractor shall: . Provide direction and oversight over all Air Force funded CAP exercises. . Authorize emergency 911-T (life-saving) missions for the CAP wing IAW CAP-USAFI 10-802 . Provide oversight in the preparation and the execution of operations plans for all Air Force funded training exercises IAW CAP-USAFI 10-802 . Monitor and assist with Emergency Services (ES) training program IAW CAP-USAFI 10-802 . Assist in the drafting and coordinating of state and local MOUs and monitor IAW CAP-USAFI 10-802 . Prepare, administer and act as an evaluator during emergency services scenarios for Air Force Search and Rescue evaluations IAW CAP-USAFI 10-802 . Monitor mission responsibility tied to various national MOU agreements (Red Cross, US Forestry, DEA, FEMA, etc) IAW CAP-USAFI 10-802 . Monitor and assist State and Federal Disaster agency interaction with the wing . Prepare Tempest Rapid reports in support of AFNSEP operations IAW CAP-USAFI 10-802 . Attend actual CAP emergency service missions as directed by LR/CC 4.4. Other AF Assigned Missions. The contractor shall: . Assist in the development of the CAP wing's wartime missions (Radiation Detection Procedures, etc.) IAW CAPR 50-15 . Oversee and coordinate Air Space Survey mission . Monitor Pony Express courier service for the military 4.5. CAP Logistics/Supply. The contractor shall: . Certify completion and accuracy of supply documents, (S reports, expendable, and non-expendable) . Ensure accountability of procured property by monitoring the logistics reports and unit account sampling during unit visits . Advise and assist the CAP Wing Supply Officer in managing excess property received from and returned to the Defense Reutilization Marketing Office (DRMO) IAW CAP-USAFR 67-2 and CAPR 67-2 . Assist the Wing Logistics Officer in managing the wing supply program, conducts required inventories in accordance with CAP-USAFR 67-2 and CAPR 67-2 . Coordinate and assist in the pick-up of equipment from DRMO IAW CAP-USAFR 67-2 and CAPR 67-2 and validate the documentation of transfer is made to the national data base . Train CAP Wing and unit supply officers on the Air Force/CAP Supply Program . Plan and execute a unit visitation program (formal and informal 45 day follow-up of survey audits) IAW CAP-USAFR 67-2 . Assist in tracking suspense actions, gathering information and reporting back to HQ CAP/LG and CAP-USAF . Make recommendations to the LR/CC to impose any level of logistics freeze actions upon CAP as warranted by noncompliance to CAP CAP-USAF logistics policies. For CAP Wings under a logistics freeze, assist LR/LG in ensuring adherence to restrictions. 4.6. CAP Aircraft/Vehicles. The contractor shall: . Review and coordinate all major aircraft/vehicle maintenance and rehabilitation requests for completeness and correctness and forward to CAP National Headquarters . Monitor CAP Aircraft Maintenance Program for compliance with Federal Aviation Regulations (FAR) . Develop and present to LR/CC a plan to inspect each Wing-assigned aircraft and vehicle . Provide a copy of inspection results to CAP-USAF 4.7. CAP Flight Operations. The contractor shall: . Monitor and oversee the CAP flying program to include periodic spot check of assigned pilot records to ensure compliance with CAP directives for each record keeping . Maintain records and files of source documents provided by CAP on aircraft usage and monitor actual flying hours for each wing assigned aircraft. . Perform spot checks to verify the accuracy of the information being provided. . Monitor monthly CAP Aircraft flight logs for reimbursement accuracy . Monitor and report on pilot records and qualifications IAW CAPR 60-1 and report to the Executive Director, CAP, through CAP-USAF, those pilots who routinely do not comply . Monitor Flight Release Officer program . Monitor CAP Form 18, Monthly flying hour reports . Conduct observation flights at SAREX/CDEX . Conduct CAP cadet familiarization flights 4.8. CAP Safety. The Contractor shall: . Closely monitor compliance of CAP's adherence to safety regulations, procedures and practices. . Submit a report to the CAP Executive Director through the CAP-USAF/CC . Monitor Air Force funded operational training for safety and efficiency (SAREX, Counterdrug Exercise (CDEX), check pilot clinic, mountain flying clinic, etc.) IAW CAP-USAFI 10-802 and CAPR 62-1 . Establish procedures to ensure that the Liaison Office can be notified of CAP missions, safety mishaps and other pertinent activities IAW CAP-USAFI 91-204 . Coordinate the processing of FECA, and FTCA claims IAW CAP-USAFI 51-502 . Ensure document security for aircraft and vehicle mishaps IAW CAPR 62-1 and CAP-USAFI 91-204 . Advise and assist the CAP Wing Safety Officer IAW CAPR 62-1 and CAP-USAFI 91-204 . Monitor the safety of cadet encampment activities IAW CAPR 50-16 and CAP-USAFI 91-204 . Monitor safety mishaps and review CAP investigations IAW CAPR 62-1 and CAP-USAFI 91-204 4.9. Mishap Investigation and Reporting The Contractor shall: . Report to the LR/CC all flight and ground incidents involving government or CAP equipment, which result in damage to equipment and/or injury or illness to government, CAP or contractor personnel . Report to the LR/CC all emergencies as well as all other hazardous incidents or situations . Report any additional reporting requirements (i.e. FAA, National Transportation Safety Board) . Assist in the investigation of the mishap to the extent authorized by the LR/CC . Coordinate news releases with Air University Public Affairs 4.10. Identifying and Reporting Ground Safety Hazards and Mishaps The Contractor shall: . Promptly report safety hazards and mishaps involving Air Force or CAP facilities or equipment to the liaison region . Assist CAP-USAF in investigating and reporting such mishaps . Take action as directed by CAP-USAF to correct identified unsafe conditions/hazards 4.11. Protection of Safety Information Resulting from Investigations of Air Force Mishaps The Contractor shall: . Use the safety information from previous mishaps provided by CAP-USAF solely for mishap prevention purposes within CAP-USAF and no further dissemination is authorized . Provide access to only those individuals directly involved in maintenance operations or training . Return written safety information to the Air Force Safety Office . Ensure that all personnel receiving and/or utilizing this information shall abide by these restrictions. 4.12. CAP Cadet Programs. The contractor shall: . Assist CAP in planning encampment activities, advise CAP on course curriculum and locate and procure the use of required facilities at DOD installations for CAP functions; oversee encampment execution for CAP; and procure the use of functional areas within the DOD (orientation flights, museum visits, etc.) IAW CAPR 50-16 . Coordinate cadet competitions at CAP unit, wing, region and national levels . Coordinate Air Force participation at CAP special activities and awards ceremonies, and attend the events as directed by CAP-USAF . Administer General Carl A. Spaatz Award (phase four) exam IAW CAPR 50-16 and CAP-USAFI 36-5002 . Monitor, assist and support wing-level planning for International Air Cadet Exchange (IACE) program IAW CAP-USAFI 36-5002 . Serve as member on the Wing Cadet Advisory Board . Conduct/instruct Air Force oriented lessons as required by LR/CC . Serve as a member on the Cadet special activities selection board IAW CAP-USAFI 36-5002 . Monitor CAP cadet flight orientation program . Conduct cadet familiarization flights . Keep CAP cadets advised of the opportunities to attend the service academies and prep schools. . Assist CAP cadets in the preparation of service academy applications as outlined in CAPM 52-16 and CAP-USAFI 36-5002 4.13. AFROTC/AFJROTC. The contractor shall: . Monitor CAP AFROTC flight orientation program . Audit, and validate reimbursements requested by assigned Wing for its ROTC flight orientation program . Develop and maintain a liaison relationship with AFROTC/AFJROTC units 4.14. CAP Reserve Assistance Program (CAPRAP). The contractor shall: . Work closely with the Wing Reserve Coordinator (WRC) to ensure proper utilization of USAF Reservists in the CAP program IAW CAP-USAFI 36-5001 . Assist the WRC in the recruitment of qualified individuals for assignment to CAPRAP IAW CAP-USAFI 36-5001 . Work closely with WRC to track all mandatory allocations, process orders, and recommend to CAP-USAF whether to reimburse for reserve activities expenses IAW CAP-USAFI 36-5001 4.15. CAP Inspections. The contractor shall: . Support CAP-USAF on its emergency services evaluations and inspector general (IG) issues . Monitor CAP exercises and review Logistics (LG) survey audits . Monitor, assist and advise CAP wings in preparation for Air Force inspection IAW CAP-USAFI 10-802 and CAP-USAFI 90-201 . Advise and monitor CAPR 60-2 short notice inspection program 4.16. CAP Aerospace Education. The contractor shall: . Assist CAP Wing Director of Aerospace Education in their administration of the aerospace mission . Maintain contacts with various agencies and others involved in aerospace education for assistance in scheduling tours, field trips and obtaining airlift for CAP members and for designated personnel attending CAP supported or sponsored activities. . Support the CAP Region Director of Aerospace Education (RDAE) as directed by LR/CC . Assist the Wing in promoting and teaching aerospace education . Attend and support the National Congress on Aviation and Space Education (NCASE) at the direction of CAP-USAF. 4.17. CAP Administration. The contractor shall: . Review local and state agency agreements and coordinate in their preparation . Coordinate preparation of military support and transportation authorizations with CAP . Review CAP wing supplements and directives and assists in coordinating their preparation . Assist wing in planning annual calendar of events . Provide administrative assistance to the CAP Wing as time permits (monitoring Wing suspense's and Wing filing systems) 4.18. CAP Public Affairs. The contractor shall: . Monitor the CAP Wing's activities and suggest improvements to the CAP Wing Commander . Assist the CAP Wing in promotin
