- Description
- The United States Agency for International Development Mission in Honduras, invites expressions of interests from firms interested to provide financial and administrative services for four components of the Sustainable Improements in Family Health program (The Program), based on the USAID Strategic Objective Agreement (SOAG) with the Government of Honduras, and to be implemented by the Secretariat of Health (SOH) and the National Autonomous Water and Sewage Service (SANAA). The Contractor shall be responsible for the management of USAID dollar grant resources going to SOH operating units and SANAA, including all disbursements, advances and liquidations, accounting, procurement and contracting, timely management of USAID funds for activities, and assurance of compliance of the aforementioned activities with the procedures and norms of USAID. The Program contributes to the joint USAID/Government of Honduras (GOH) "Sustainable Improvements to Family Health." (SOAG 2000 -- 2002) Specifically, the Program components included in this Statement of Work are: (a) Increased Use of Child Survival Services through Health Reform; (b) Increased Use of Quality Reproductive Health and Family Planning Services; (c) Increased Use of STI/AIDS Prevention Practices: and (d) Increased Use of Malaria, Dengue and TB Prevention and Control Services. The purpose of The Program is to increase the use of: (1) improved child survival services through health reform; (2) quality reproductive health services including family planning; (3) improved STI/AID prevention practices: and (4) improved Malaria, Dengue and TB prevention practices. The Contractor will be responsible for the financial management, follow-up, and concurrent audit of The Program's locally funded activities including: Accounting, Procurement and Contracting for Commodities and Services, Reporting and Monitoring, Concurrent Audit Services, etc. There will be 17 potential technical and regional implementing units withing the MOH and one administrative unit within SANAA, with approximately 2,000 individual transactions per year, and annual budgets of approximately US$2.750 million per year. The engagement would initially be for 24 months to be extended at about 60 months based on incremental funding. Proven capacity and experience in operating in the Honduran environment will be essential requirements for bidders. Partnership between US and Honduran firms is encouraged.
