- Description
- DESC: Publications and Operation Services for National Service Center for Environmental Publications (NSCEP), Cincinnati, Ohio. The US EPA has in effect Contract 68-C7-0044 with Labat Anderson, 8000 Westpark Drive, Suite 400, McLean VA 22102. The purpose of the stated contract is to supply non-personal services to manage the receipt, storage, inventory management, and distribution of publications and public information products for EPA and the Equal Employment Opportunity Commission (EEOC). The contract requires national distribution of information and the staffing and operation of both an on-site warehousing/distribution facility and an off-site (contractor leased) central ordering and assistance office. Services provided include but are not limited to responding to and processing work requests for EPA and EEOC publications (received by telephone calls, letters, faxes, and e-mail) from the general public, federal, state, and local governments; from the regulated community; from educational and research institutions; and from foreign governments. Work requests and tracking are done in the contractor's master automated inventory system and EPA's publications numbering system which follows Government-specified standards for bibliographic indexing. Camera-ready publications are recorded in a camera-ready tracking database. Operators (2) shall have the ability to read, write and speak Spanish to respond to bilingual telephonic requests and operate a telecommunication device for the deaf (TDD). The follow-on procurement for Contract 68-C7-0044 was delayed due to internal Agency decision making processes. However, the contract's period of performance was scheduled to expire September 30, 2000. To prevent interruption of services, Option Period 4 was added to Contract 68-C7-0044 to extend the period of performance until October 31, 2000. The Agency is still in the decision-making phase, and it intends to negotiate on a sole-source basis with Labat Anderson to further extend Option Period 4 and continue services without interruption. The new period of performance will be from 11/1/00 to 7/31/00 (nine months) with one two-month option in order to ensure continued contractor support until Agency decisions regarding the follow-on procurement can be made. This notice IS NOT A REQUEST FOR PROPOSALS. Sources that can successfully demonstrate the ability to immediately transition into the functions of the NSCEP contract fully trained and ready for immediate contract performance by 11/01/00, can submit a capabilities statement which details (1) the ability to have qualified personnel trained and available to perform the work identified therein; (2) the ability to acquire and operate software capable of sufficiently recording, tracking, and dual reporting of EPA and EEOC work requests; (3) the ability to acquire and set up the contractor off-site facility; (4) that the firm has sufficient experience performing similar work; (5) that the firm has a sufficient management and transition plan in place that will ensure commencement of services by 11/1/00 and successful contract performance thereafter. Documentation should be submitted by October 28, 2000, 4:30 p.m., local time for consideration by the Government. See Notes 22 and 25.
