- Description
- This requirement encompasses management of Sponsor Owned Material (SOM) inventory, analysis of supportability factors associated with material support to Torpedo programs, support of Joint Continuous Acquisition and Life-Cycle Support (JCALS) initiatives to allow for Navy Total Asset Visibility (NTAV) of SOM for Torpedo programs, and related network administration support. The SIC Code for this requirement is 4225, NAICS 493110. The requirement is a follow-on to contract N66604-99-C-0666 awarded Sole Source to General Physics Federal Systems, Inc., Columbia, MD with performance through 31 DEC 2000. This Competitive effort will be solicited as an Indefinite Delivery, Indefinite Quantity Contract with Cost Plus Fixed Fee provisions. The solicitation will be Unrestricted. The requirement covers a five year performance period estimated to start 01 JAN 2001. The estimated level of effort is 11,500 man-hours per year, 57,500 total. Key Categories include: Program/Project Manager II, Logistician III, and Warehouse Specialist. Evaluation will be on a Best Value basis including in Technical Capability the following subfactors: Past Performance, Personnel, and Facilities. Requirements include 15,000 square feet of secure (Classified) temperature controlled storage with capability to accommodate 4 vertical levels of pallet rack storage in at least 7,500 square feet of that area. Also, an additional 5,000 square feet of storage to a minimum height of 10 feet. Note: Other configurations that provide the total storage capability identified above, if configured in a reasonable manner, will be accepted. One standard loading dock capable of accommodating the loading and unloading of a standard tractor-trailer with a forklift. One forklift with a minimum capacity of 4,000 pounds and a lifting height capability that supports the maximum lift height of the pallet rack configuration. Standard office facility and equipment to support the manpower and SOW requirements. Sufficient resources to support inventory data processing requirements, standard desktop application programs including Microsoft Word, Excel and PowerPoint. Internet access capability and electronic mail capability with Microsoft Exchange and Outlook. Liaison Office facilities within daily commuting distance to NUWC Newport. A Secret Security Clearance is required. The Solicitation is subject to FAR 52.222-49, "Service Contract Act -- Place of Performance Unknown". A Wage Determination has been requested for Rhode Island. The Contracting Officer will request additional Wage Determinations for any company requesting one in writing by 2000 NOV 10.
