- The Bureau of the Census intends to negotiate and award a sole source purchase order, utilizing simplified acquisition procedures (under FAR 13.5) to Enviromental Systems Research Institute (ESRI), 380 New York St., Redlands, CA 92373 for the following software upgrades: 3 ea. PC ArcInfo to ArcInfo 8. The basis for the proposed non-competitive action is that this is proprietary software available only from ESRI. The intent of this synopsis is for informational purposes only and is not a request for competitive quotations. No solicitation will be issued.
