Description
The Navy is conducting a market survey to identify sources for a system to produce liquid oxygen at the rate of 5 gallons per hour at a minimum purity of 94% upon which the Navy might conduct testing and evaluation. The goal of the testing will be to qualify the system for installation on aircraft carriers. Systems should be adaptations of existing military or commercial off-the-shelf (COTS) equipment. The fraction of the liquid product that is not oxygen must be inert material, i.e. Nitrogen or Argon. The technology used to produce the product shall be either an automated or semi-automated cryogenic air liquefaction and distillation plant or a Pressure Swing Adsorption (PSA) system with a turboexpander-based liquefier. The following qualifiers apply: 1. Any turboexpander will be an oil-free, air bearing design. 2. Perlite powder insulation will not be used in the cryogenic section of the producer. 3. The use of dis-similar metals must be minimized in the producer. 4. Transition joints between piping of dis-similar metals must be minimized. 5. Distillation column tray design must address functionality under conditions of pitch, roll and list. 6. Methods employed to remove water from the process air must not include refrigerant or desiccant driers. U. S. and foreign firms interested in being considered should submit, in writing, a description of their product which fulfills the Navy requirements, or how it can be modified to meet these requirements, along with estimated price and availability (lead-time) information. This announcement is a request for information only and is not a request for proposal or announcement of a solicitation. Activities which fail to respond will not be placed on the bidder's list for a possible future solicitation. No telephone inquiries will be accepted. The Government will not pay for any material provided in response to this synopsis nor return the data provided. Responses are required in 14 days after publication of this notice.
