- Description
- The Bureau of Prisons has a future requirement for public utility services (water and sewer) at a proposed Federal Correctional Institution and Federal Prison Camp to be located in Lassen County, Herlong, California. The facility will house approximately 1,500 inmates, warehouse space and other generic institutional elements. The Standard Industrial Classification Code (SIC) is 221320 (Size Standard: $5 million). The contractor will provide water service to accommodate an estimated 109,500,000 gallons of water on an annual basis, with an estimated average daily usage of 300,000 gallons. Water shall be delivered to the point(s) of connection with a pressure range of 75 -- 120 psi flow of 1100 gpm. Fire flow must be available for a minimum duration of 90 minutes up to a flow of 2,5000 gpm. The contractor will provide sewage service to accommodate up to an estimated 98,550,000 gallons of sewage on an annual basis, with an estimated average daily flow of 270,000 gallons. The contractor will be responsible for providing and coordinating all services required to deliver water and sewer services to the designated service point. Water and sewer service shall be available for testing by July 1, 2002. Permanent water service, including fire and domestic, is required for use by January 1, 2003. Any resultant contract will have a performance period of a minimum of one year and maximum of ten years duration. The following factors shall be used to evaluate offers. The evaluation factors with the exception of price are listed in descending order of importance: past performance, technical , small business subcontracting and price. All responsible sources may submit an offer which shall be considered by the agency. The solicitation, which includes instructions for submitting a proposal, will be available on or about November 13, 2000.
