Description
The Bureau of Prisons has a requirement and intends to award a contract for public utility services (natural gas service) at a proposed Federal Correctional Institution and Federal Prison Camp to be located in Lassen County, Herlong, California. The facility will house approximately 1,500 inmates, warehouse space and other generic institutional elements. The Standard Industrial Classification Code (SIC) is 221210 (Size Standard: 500 employees). The contractor will provide quality natural gas at a rate of flow to serve an estimated connected load of 44,000 cubic feet (cf)/hour(hr) of interruptible natural gas service, and may include some firm natural gas service. The proposed contractor shall operate and maintain facilities necessary to provide the proposed facility with an estimated total annual volume of 34,426 Mcf of natural gas. It is anticipated that the design of the BOP facility shall require the Contractor to deliver natural gas service at 5 psi, to the facility, through gas regulator(s) and main gas meter(s) at the location to be determine. The contractor will be responsible for providing and coordinating all services required to deliver natural gas services to the designated service point. Natural gas service shall be available for testing by July 1, 2002. Natural gas service is required for use by January 1, 2003. Any resultant contract will have a performance period of a minimum of one year and maximum of ten years duration. The anticipated contract is a ten-year, firm-fixed-price with economic adjustments. The following factors shall be used to evaluate offers. The evaluation factors with the exception of price are listed in descending order of importance: past performance, technical , small business subcontracting and price. All responsible sources may submit an offer which shall be considered by the agency. The solicitation, which includes instructions for submitting a proposal, will be available on or about November 13, 2000.
