- Description
- The U.S. Army Program Manager for Chemical Demilitarization (PMCD) anticipates raising the dollar limits (Contract Maximum Quantity) and extending the periods of performance for Contract DAAM01-96-D-0009 with Science Applications International Corporation and Contract DAAM01-96-D-0010 with Stone and Webster Engineering Company, Boston, MA. These contracts were based upon a competitively issued solicitation which awarded two multiple award contracts for technical services. The contracts are active, indefinite delivery/indefinite quantity task order contracts with provisions for cost-plus-fixed-fee (CPFF) and firm-fixed-price (FFP) task orders. The maximum quantity (dollar limit) on each contract is currently $60,000,000. Each contract has a 5-year performance period. In order to provide technical services until follow-on contracts are awarded, it is necessary to increase the contract ceilings to $100,000,000. These contracts are necessary to assist the Army in executing its chemical demilitarization mission. The PMCD requires a wide variety of engineering analyses in support of the mission to safely dispose of the nation's chemical agents and munitions and for implementing Public Law 99-145. The services provided under these contracts are for non-personal services, which will be strictly monitored to prevent violations of personal service prohibitions. The Office of the PMCD has been able to make considerable progress toward execution of its mission through the use of contracted mission support services. The organizational structure of the Office places a mission crucial reliance on support service contracting. The U.S. Army Robert Morris Acquisition Center, Edgewood Branch, Aberdeen Proving Ground, MD, has solicited proposals for follow-on contracts to continue this required support for Technical Services for PMCD in order to assist PMCD in their continuing efforts to meet its demilitarization mission. Proposals for the follow-on contracts are due 17 October 2000. The intent of PMCD, in raising the dollar limits and extending the periods of performance is to bridge the gap between the current contracts and award of the follow-on contracts and to allow for completion of the current tasks in order to prevent a lapse of required services.
