Description
This solicitation is restricted to 8(a) contractors. The 8(a) contractor will be responsible to furnish supplies and services to accomplish field logistic support for all Abrams Tank customers at both CONUS and OCONUS locations. Contractor support will include: logistic support for material fielding which encompasses maintenance, repair and modification services, Contractor Field Services Representatives (CFSR) and computer software and analysis support to assist in all phases of logistic support. Contractor personnel will be provided on a directed manning basis. For purposes of this IDIQ, Abrams Tank Customer means a customer of those assets and resources that support or complement the Abrams Tank and any vehicle that is considered a partner in Production, such as the Heavy Assault Bridge or an Abrams derivative vehicle. This effort shall also include the Abrams predecessor which encompasses all M60 family of vehicles and its derivative (e.g. M48/M60 AVLB, M728 Combat Engineering Vehicle (CEV)) which are managed by the PM Center. This requirement is restricted to 8(a) contractors. During the course of this IDIQ, the possibility exists that Delivery Orders will be placed where performance in Germany and/or Korea will be required. Stringent policy changes pertaining to non-national workers in these countries have been implemented. Fearing loss of jobs and work opportunities to non-nationals, these countries have made the process of allowing non-national workers (Technical Experts) entry into their workforce. Therefore, it will be necessary for the successful bidder under this solicitation to provide evidence of a corporate presence in both Germany and Korea, or have the capability to hire qualified nationals to perform under a Delivery Order. This requirement is necessary as the approval process for non-nationals is lengthy, and would result in unacceptable delays on a specific delivery order.
