- Description
- The General Services Administration, Federal Technology Service, Region 8, Denver and its Client, Peterson Air Force Base, Colorado Springs, Colorado, intend to procure on a Sole Source basis from PRC Inc., 222 North Sepulvda Boulevard, Suite 1310, El Segundo, California 90245, (310) 252-8004, Jeanne Olson, the following equipment. PURPOSE: The U. S. Air Force Global Awareness Program Office requires the following equipment (Radome cover see below) to be purchased for the FPS-85 Radar Radome Replacement effort currently under contract for the CISF at Peterson AFB, Colorado Springs, Colorado. The actual requirement is to be delivered and performed at Eglin, located at Freeport, Florida. This requirement for the Radome cover is essential and mission critical and is needed to accomplish and complete the primary effort. The intent is to have PRC, Inc., subcontracting to Chemfab, purchase, repair and install the Radome cover and associated material. PRC has been the sole source sustainment integrator for the Eglin radar. PRC, Inc., is well acquainted with the Eglin radar facilities, operating system and personnel. PRC has been the prime contractor, maintaining and repairing the Radome cover. Due to operational constraints and the most optimal weather conditions for installation, it is assumed that PRC, Inc., purchase the Radome cover under their current GSA schedule order. PRC, Inc., also supplies and coordinates the security requirements (escorts) of the Chemfab personnel. IMPACT: Without the Radome cover, the project will not be continued or completed. Work will stop, deliverables will not be met, and the entire radar system will not function or work as a complete system/unit. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION: In the effort to complete a working system it is recommended that PRC, Inc., purchase the Radome cover for the following considerations and reasons: To meet timeframes, milestones, and schedules. PRC, Inc., has established relationships with Chemfab, who will supply the equipment. PRC, Inc., has been working with ESC and the radar site personnel for many years and has established a seamless management relationship between the Radome cover manufacturer (Chemfab), the program office, and the radar site. REQUIREMENT: The previous material used to fabricate the Radome cover is a proprietary Chemfab design. No government specification exists describing the requirements (i.e., dimensions, tensile strength, UV tolerance, etc.). Any new manufacturer would have to build, test, and get production certification for their design. Concerns having the ability to furnish the above equipment are requested to give written notification (including the telephone number for a point of contact) to the acquiring office listed in this notice within 15-calendar days from the date of this synopsis. This notification should clearly show their ability to do so without compromising the quality, accuracy and reliability of the requirement. This is not a formal solicitation. However, concerns that respond should furnish detailed data concerning their capabilities and may request a copy of the solicitation when it becomes available. All information is to be furnished at no cost or obligation to the government.
