Description
Background "JOINT HELMET MOUNTED CUEING SYSTEM (JHMCS): This CBD announcement constitutes a Notice of Contract Action of a proposed contract for the production, manufacture and delivery of JHMCS systems to meet schedule critical F-15, F- 16, and FA-18 E/F requirements. Small businesses are hereby notified of potential subcontracting opportunities in helmet mounted display and head tracking components. The JHMCS Program Office (ASC/SMH) at HQ Aeronautical Systems Center, Wright-Patterson AFB, OH proposes to award a contract to Boeing, St. Louis MO to provide JHMCS support to the AF/Navy LRIP2 in 3QFY01. This effort will require the contractor to manufacture and deliver approximately 135 JHMCS units, adequate spares (total quantity to be determined), associated consumables, support and test equipment to meet F-15, F-16 and F/A-18 delivery requirements. The contractor may be required to perform repairs of failed hardware and to perform testing to validate that the units and support equipment meets system performance and platform integration requirements. These requirements include, but are not necessarily limited to: system acceptance test specification compliance; Interface Control Document compliance; compatibility with existing F-15, F-16 and F/A-18 aircraft software (Operational Flight Program); and compatibility with existing F-16 and F/A-18 Group A hardware. The contractor will also be required to deliver F-15 Group A hardware and to develop kitting for installation of JHMCS Group A and B into the F-15. A firm fixed price contract is contemplated for this effort. No solicitation is available at this time. The period of performance is contemplated to be twenty-four (24) months with deliveries beginning twelve (12) months after contract award. A SECRET Security Clearance will be required during the period of the work. An Ombudsman has been established for this acquisition. The only purpose of the ombudsman is to receive and communicate serious concerns from potential offers during the proposal development phase of the acquisition.
