- This modification replaces the Market Research Synopsis issued on 5 October 2000 in its entirety. The United States Air Forces in Europe is conducting market research to determine the feasibility of a contractor providing the mail and parcel sorting operation currently located next to Frankfurt International Airport, Germany. This effort is for sorting and loading/unloading of delivery trucks, receiving from and dispatching mail to air carriers (to include registered/accountable mail). The US Army uses its own tractor-trailer type trucks for delivery of the mail throughout Germany. The current 7 day a week, 24 hour a day operation employs approximately 82 personnel, and moves an average of 8000 pieces (69 US tons) of mail daily including parcels. During the Christmas season (mid November-Mid January) this increases to an average 18000 pieces (110 to 170 US tons) daily. Occasionally, during military contingencies the mail volume may increase up to 18000 pieces (170 US tons) per day, for a limited duration. In addition to routine mail, an average of 8400 pieces of registered mail is moved per month and requires a separate, secure sorting/storage room with office space for 10 personnel, able to accommodate at least 13 airline type cargo bins. Also, the operation uses a computer system to generate various reports showing the volume of mail processed and status of mail movement. The computer system used to scan, track, and sort the mail communicates with the United States Postal Service computer system. The mail arrives by trucks and is sorted for 29 delivery routes with a total of 39 stops. Trucks deliver the mail incoming from the 39 locations, plus mail incoming from the US via air. All mail is sorted and distributed to the delivery trucks within 24 hours. The trucks deliver the mail to their stops within 24 hours. During times when the mail volume increases, additional trucks (up to 10 more) are used to distribute the mail. Outgoing mail is weighed before turnover to the air carriers and the weight verified before the carrier loads it on the aircraft. Additionally, the contractor will be responsible to coordinate with outgoing aircraft to optimize volume/weight of mail being sent to the United States. Assuming your organization is interested in providing this service (must have a _US Secret facility clearance_ which requires U.S. citizens having U.S. Secret Clearances and German work permits for the Registry functions only). Do you have a facility in or around the Frankfurt area, and/or the equipment/capability to perform this work? If so, where would you anticipate performing the work, and what would be the rough cost per year in US dollars ($): Less than $5M; $5M to $7M; $8M to $10M; $10M to $15M; or over $15M. Request cost estimates be provided into two separate categories: One estimate for taking over entire Frankfurt Aerial Mail Terminal operation (Mail Control Activity, Operations floor, Registry functions). Second estimate would be only for the outsourcing of the Operations floor function. Again, at this stage, we are merely attempting to determine the feasibility of having a contractor perform all or a portion of this service. After the responses from industry are evaluated, a decision whether to proceed with contracting out this activity will be made. Only after such decision would the normal acquisitions/contracting process begin.
