- THIS IS A REQUEST FOR INFORMATION. The Global Air Traffic Operations/Mobility Command and Control System Program Office (GATO MC2 SPO) is supporting the Polish Air and Air Defense Force's (PAADF) effort to expand their capabilities for ICAO and NATO interoperability. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. IT IS NOT A REQUEST FOR PROPOSAL, SOLICITATION, OR AN INDICATION THAT THE GOVERNMENT WILL CONTRACT FOR THESE SUPPLIES. THE GOVERNMENT WILL NOT PAY FOR INFORMATION RECEIVED IN RESPONSE TO THIS RFI. The objective is to obtain data to develop a Letter of Offer and Acceptance for the PAADF. Any resulting acquisition for equipment described herein will be in accordance with FMS Federal Acquisition Regulations. Please provide a response for each category of equipment identified below, with price breakouts for key equipment/services and organizational and maintenance training for each equipment category. The items and services include: a. Eighteen Ground Air VHF/UHF Radio Transceiver sets suitable for military fixed and ground mobile configurations to include: 25 kHz and 8.33 kHz channel spacing (VHF), mounting base and installation hardware for 19 inch standard rack, control panel, antenna, connector kits, upgradeable to anti-jam and secure communications and high power (50W) operations. Radios will be installed by the PAADF. All transceiver sets are to be whole and complete with all instructions in English and Polish for installation, operation, and maintenance. Transceiver sets must include all required cabling and interconnections, air traffic controller grade headsets, compatible with external speakers, compatible with 220V 50 Hz power and 28V DC vehicle power, two years supply of organizational/depot spares without replenishment, specialized test equipment, and be supportable for 20 years from equipment delivery date. Organizational and maintenance training shall be conducted in country (Poland). A two-year warranty is required, as well as options for yearly warranty extensions to cover up to a 5-year period. Request a cost analysis of long-term supportability for the radio equipment described herein, with focus on contractor repair, verses organic depot repair in Poland. Respondents to this RFI are invited to describe their experiences in Poland and other foreign countries, and to provide appropriate cost/benefit data where applicable. The FMS items described above are considered to be proven and mature non-developmental or commercial-off-the-shelf items. Delivery of all items will be no later than December 2001, using Poland's Freight Forwarder. Interested parties should provide product information, price breakouts, and schedule lead times for items and services, not later than 30 October 2000. All respondents are requested to indicate if they are a US company, large business, small business, small disadvantaged business, 8(a) concern, or women-owned small business. Indicate if you are a U.S. or foreign owned company. In addition, contractors will indicate whether or not their equipment and services are offered through the GSA schedule or any other government-wide agency contract. Contractors desiring to do business with the Air Force shall be registered in the DOD (CCR) Central Contracting Reporting System www.ccr2000.com. An Acquisition Ombudsman, Colonel Joseph Magnone, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
