- The U.S. Army TACOM-ARDEC at Picatinny Arsenal, NJ is conducting a Market Survey to find interested sources for a projected procurement of a family of up to three (3) sizes of off-the-shelf explosive cable/re-bar cutters. Potential sources are being sought for items that meet the requirements listed in this publication. Initially, TACOM-ARDEC intends to procure a limited quantity of these items to conduct a test and evaluation program against the Army's requirements. Following this phase, it is anticipated that there will be a procurement action beginning in FY 2001, for a delivery of approximately 10,000 items of each size over a 5-year period. The explosive cable/re-bar cutters are required to function in a wide variety of military scenarios in all types of environments with an emphasis on lighten-the-load and reduced time-on-target philosophies. The cable/re-bar cutters must have the following attributes: demonstrate a 0.90 probability of successful assembly, emplacement, and operation; loaded weights of less than one-pound threshold (0.5 pound objective) for the large size, less than 0.4 pounds for the medium size, and less than 0.25 pounds for the small size; capable of severing the following sizes of hardened steel wire cable and re-bar: 2 inches, 1 1/4 inches, and 1/2 inch diameter; to be shipped and stored as inert, Class VII items and hand-packed with Composition C-4 moldable explosive by the user; dull and non-reflective finish; initiation by standard military demolition devices (blasting caps, detonating cord, Modern- ized Demolition Initiators) that are currently fielded; quick set-up and attachment of initiator; 20 year controlled storage without degradation; compliance with Army, Navy Air Force electromagnetic environmental effects (E)3 and other safety requirements. The explosive-loaded devices must be safe to transport in military rucksacks by operators in enviroments ranging from altitude of 35,000 feet to a depth of 66 feet of seawater. The materials that are used to fabricate the cable-re-bar cutters shall not react with Composition C-4 in any way that will be hazardous to the user or degrade the performance of the charge. The cable-re-bar cutters must be capable of operation day and night at low temperature/low humidity and high temperature/high humidity. The cable/re-bar cutters must be operable after exposure to transportation vibration, packaged and unpackaged drops at temperature extremes, solar radiation, and fungus.
