- PRESOLICITATION NOTICE: A market survey is being conducted to determine if there are adequate Hub-Zone firms to set-aside the proposed contract for 100% HubZone. This design-build project consists of design and construction of a T-45 Aircraft Support Facilities, located at NAVAL AIR STATION, MERIDIAN, MS. To help the government make this determination all HUBZONE concerns should notify this office NLT close of business 25 OCT 2000, ATTN: ROBERT CHRISTOPHER fax # (843) 818-6313 or email christopherrm@efdsouth.navfac.navy.mil. This notification SHALL include the following to enable the technical board to evaluate the responses and make a final determination. 1. Is your Firm a HUBZONE Firm? 2. Are you Certified under SIC Code 1542? 3. Has your firm ever partnered in a Design Build Contract? Provide specific information on the partnering arrangement and the contract requirements. 4. List any contract your company is currently performing that would be considered the same as this project (size, scope, and complexity). In addition, provide any relevant projects that have been completed within the last three years, including contract type, dollar value, and references with name and phone number. 5. Was award of the aforementioned contracts awarded under formal source selection procedures? 6. On the average, what percentage of the TOTAL effort does your company normally subcontract for the type of work described in this announcement? 7. Provide names of your proposed construction/design team. 8. Provide evidence from your bonding company of your bonding capability. NOTES: 1. The base work for this project includes design, construction and renovation of the following T-45 Aircraft Support Facilities: 1. A new supply warehouse with 1,096 m2 of general bulk storage and 442m2 of temperature and humidity controlled storage. 2. A new 186m2 field calibration facility which is to be located in the new supply building. 3. A new 50m2 MK-76 practice bomb build up facility (covered shelter). 4. A new 418m2 inert storage facility to store pallets of MK76 practice bombs (no explosives). The new bomb build-up facility and inert storage facility to be located together in the same area and a security fenced installed. 5. A new 56m2 ordnance magazine. 6. Renovation of 900m2 of high bay area in the Trainer Building (Bldg. 150). Renovation in Bldg. 150 consists of constructing new first and second floor spaces within the high bay area. The first floor is to be used for office spaces and the second floor is to be used for classrooms. 7. Renovations of three power check pads to install test fittings and rework portions of the concrete pad. 8. Installation of C02 detection system and ventilation for C02 Transfer Room. Related work will include connection to existing utilities and site work as required for a completed facility. If adequate interest is not received from qualified HUBZONE concerns, the solicitation will be issued on an Unrestricted basis. In either event, an amended synopsis will be issued advising the Governments final determination. The range is between $3,000,000 and $5,000,000.
