- Description
- The Centers for Disease Control and Prevention (CDC) plans to enter into a single award purchase order for the development of a customized training course on legislative authorities specific to agency business. It is expected that the contractor will have the primary responsibility for developing the curriculum and therefore must become knowledgeable about CDC's legal authorities, particularly its authorities under Public Health Service (PHS) Act. CDC will provide assistance in identifying certain key provisions of the PHS Act providing historical insight into those provisions and describing issues relating to those provisions that are of particular interest to CDC. There will be a minimum of one 2 to 3 day training session for 20-30 students conducted in January 2001 in Atlanta, Georgia, with optional sessions to be purchased over the next five years. Draft curriculum is due to the CDC project officer at least 60 days prior to the date established for the January 2001 training. CDC will provide meeting facilities and audio visual equipment. Travel, transportation, materials, supplies and other incidentals will be provided by the contractor. Sample curriculum subjects include: 1) Brief Introduction to the Legislative Process; 2) Interactions with Congress; 3) Kinds of Legislation; 4)Execution and Interpretation at the Program Level; 5) How to Get Answers. The instructor must be a subject matter expert. CDC will provide case studies and perform training functions for some parts of the training. All interested parties are invited to submit a quotation. This acquisition is being conducted under Part 13, Federal Acquisition Regulations and is not expected to exceed $100,000, inclusive of all options. Solicitation No. 2001-Q-00013 will be available for release by not later than October 25, 2000. No telephone requests will be accepted.
