Description

THIRD NOTICE This requirement was previously synopsized as W34GM1-0145-0001 (PR number) and DAKF23-00-R-0207 (FY 2000 number). The new solicitation number is DAKF23-01-R-0201. The Garrison and Tenant Division, Directorate of Contracting, Fort Campbell, Kentucky is soliciting proposals for an OMB Circular A-76 Cost Comparison Study for the Public Works Business Center. The requirement is for all management and resources to perform operation, maintenance, repair, and plant operations for the Public Works Business Center. Major tasks include Support Services, Facility Support, Infrastructure Services, and Plant Operations and Utility Systems. The performance period includes a base year and four one-year option periods. A separate phase-in period will be required. The anticipated contract type is firm-fixed price with time-and-material line items. The solicitation will be unrestricted. The Standard Industrial Classification (SIC) Code applicable to the solicitation is 8744. The size standard is $20 million. The FSC/Service Code is S299. Proposal evaluation will be in accordance with the procedures set forth in OMB Circular A-76, Army Regulation 5-20, Department of the Army Pamphlet 5-20, the Source Selection Evaluation Plan, and Section M of the Request for Proposals. In accordance with OMB Circular A-76, the proposal deemed to represent the best value to the government will be compared to the government's proposal to perform said services. The solicitation will not result in contract award if the government performance is determined to be more advantageous. The study will determine if it is more economical to contract out the functions to a commercial activity or retain the functions within the federal workforce. This notice does not constitute a commitment by the government. The projected date of issuance of the solicitation is on/or about 03 Dec 2000 with proposals due on/about 03 Feb 01. The issue date and date for receipt of proposals is estimated. Actual date and time for receipt of proposals will be specified in the solicitation. When this solicitation is issued, a copy may be obtained from http://www.campbell-doc.army.mil. The solicitation will not be available in hard copy. All responsible sources may submit a proposal, which shall be considered by this agency.
