- NASA intends to award a cost no-fee sole-source contract to the University of Maryland's East West Space Science Center, in College Park, MD, pursuant to 10 U.S.C. 2304(c)(1), only one responsible source. This procurement is to provide one year of support with a one year option for additional support to NASA's Office of Space Sciences for the coordination and facilitation of conferences for the Joint US/Russian Research in Space Science (JURRISS)Program in cooperation with Russian Academy of Science. These support services include but are not limited to: organizing the ad hoc organizing committee, to facilitate the attendance of foreign participants at this meeting, preparing a summary report of the results of research presented at the conference(s), and preparing a report on the structure and personnel of the Russian Academy of Science (RAS) to be used by NASA for interface purposes when dealing with the RAS on issues affecting the JURRISS Program. The University of Maryland's East West Science Center has the demonstrated knowledge, experience and staff to provide this support. Dealing with the Russian government on issues ranging from reporting of results, to communications between the US and Russian JURRISS PIs, to insuring that Russian PIs can attend the proposed conferences, to understanding who is in authority in the Russian Academy of Science (in order to facilitate the JURRISS Program) is critical to NASA but not easy because the Russian government does not provide direct information. The personnel of the University of Maryland, East West Science Center are uniquely capable of providing this information to NASA. The East West Science Center has previously provided these coordination/facilitation services to NASA. The East West Science Center has unique expertise and personnel that make them the only responsible source for this support. The Director, Dr. R. Sagdeev, is a past-Director of the Russian Space Institute (IKI) in Moscow (the organization that flew most of the Russian Space Science Missions). Dr. Lev Mukhin, is the past Science Consulate at the Russian Embassy in Washington, DC and was a working scientist at IKI before coming to Washington, DC. Dr. Mukhin has maintained his political contacts and influence in the Russia Government and has facilitated numerous meetings between NASA and Russian officials. Because the East West Science Center has broad space science background, established contacts with all levels of Russian government, the established contacts with the appropriate Russian science community, and proven experience in handling the intricacies of arranging travel for Russian Scientists to conferences outside of Russia's geopolitical boundaries, and their familiarity with the internal organization and personnel of the Russian Academy of Science make the University of Maryland's East West Science Center uniquely qualified to support this effort for the JURRISS program. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The University of Maryland is the only source, which can meet the Government's requirements. Any other firms desiring consideration are requested to fully identify their interest and capabilities within 15 days of the date of publication of this synopsis to the NASA's GSFC office and contact listed below. See Note(s) 12 and 22. An Ombudsman has been appointed. See NASA Specific Note "B". Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
