Description
NASA/MSFC plans to issue a Request for Quotation (RFQ) for Orbiter Upgrade Support: MSFC-531 Revision Completion and Testing. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase this support from Auburn University. Pursuant to FAR 13.106, this acquisition of supplies or services is determined to be reasonably available from only one source. Activities in support of the Orbiter Upgrades Program to form a team and update MSFC-STD-531 High Voltage Design Guideline, and conduct corona effects testing relevant to Orbiter Upgrade Electric Auxiliary Power Unit (EAPU) Program design parameters has begun at the MSFC. Auburn University's personnel have a unique combination of technical expertise, high voltage design and test experience, abilities for organizing technical documents, and academic skills and facilities that are a significant asset to this program. The contractor will be required to assist in the update of the current NASA-High Voltage Design Guideline and add further data available in the literature, and omit data that is not relevant to current spacecraft design; study the corona phenomena and obtain data for specific design consideration such as corona initiation at high frequency in helium environment at varying pressures; perform studies to understand physical phenomena and obtain data to be used in future advanced space power systems designs; participate in design reviews; and provide test plan for Phase II testing. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on October 16, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
