Description
The Defense Threat Reduction Agency (DTRA) has a requirement for new Information Technology (IT) capabilities, both from a technological and managerial perspective, to satisfy the full range of DTRA IT and processing needs to support the DTRA Arms Control mission. This full range of needs includes Research, Development, Test and Engineering functions encompassing the identification and assessment of emerging technology and techniques potentially applicable in the Arms Control arena, the incorporation of those technologies and techniques that are deemed to be cost and mission effective into the operational information processing environment, and the evolving operation of a sound IT program that provides maximum flexibility and utility to satisfy existing and future compliance monitoring and reporting requirements for DTRA. As a result of this solicitation, DTRA will select a prime integration contractor (PIC) who shall assist in the modernization of all aspects of the life-cycle IT applied to the DTRA Arms Control mission. The ACIN modernization efforts encompass a broad range of technical activities, including hardware and software systems engineering; system integration and operational support; software application and databases; test and evaluation, verification and validation efforts, and software support engineering activity; and infrastructure analysis and engineering. The work will be accomplished through the issuance of individual task orders. Tasks will specify efforts in one or more of the following technical and support areas: technical management; systems engineering; requirements definition and analysis; and all processes of the software engineering life-cycle (as defined in IEEE 12207). Systems engineering activities to be supported through this contract include technology assessments; hardware and software engineering; data management solutions; systems development, installation and checkout; systems integration and test; integrated logistics/training/documentation support; and quality assurance and configuration management. The PIC will be expected to execute all system engineering oriented tasks and will be responsible for the technical management and integration of software applications, data, hardware, telecommunications, and database management system products into identified releases for all task orders. The solicitation will contain five sample task orders indicative of the task orders expected throughout the life of the contract. The five consist of the ACIN Program Task Management and Systems Engineering; Infrastructure Software, Hardware, Communications and Database Management System Upgrades; Data and Applications Design and Development; Operations and Maintenance; and Assessment and Technical Support. The performance period, including options, is for five years. The solicitation for this effort is anticipated to be issued on or about October 30, 2000.
