Description
This sources sought does not constitute a solicitation of proposal, authority to enter into negotiations to award a contract for the contemplated effort has not been received and funds are not currently available. Indian Head Division Naval Surface Warfare Center seeks lightweight launcher structural concept for 2.75 Inch Rocket Digital Launcher. We want a concept that describes a 19-tube launcher structure that weighs approximately 100 lbs without rockets loaded into it. Launcher can be made of any material that will survive life cycle environment comprised of Helicopter and Fixed Wing aircraft captive carriage. The launcher will be reusable for approximately 25 flights, 25 single rocket motor firings, and/or 5-19 shot ripple firings. The launcher will be attached to aircraft using standard MS 3314, 1000lb suspension lugs spaced 14 inches apart. Launcher structure will allow for a remove before flight safety switch to be mounted to outer skin. Launcher structure will allow for three panels mounted to outer skin to house electronic board assemblies. The launcher will be capable of housing 19 connectors for warhead umbilical wires, one for each rocket, located at forward end. The warhead umbilical connection will be released/severed upon rocket launch. Launcher will need to fully encapsulate rockets 75 inches long. Launcher structure will be capable of carrying rockets that weigh 33 lbs when exposed to the following load conditions. Axially +/-9g, laterally +/-12g, vertically +6g/-15g. Offerors should submit an abstract with Rough Order of Magnitude (ROM) estimates of cost and time required to accomplish design , analysis, test & fabrication. Indian Head will request a full proposal from offerors whose abstract looks promising. Solicitation of a full proposal does not assure the award of a contract. The abstract should consist of a title and a summary of up to ten pages. The title page should state "Proposal Abstract for 2.75 Inch Rocket Digital Launcher Structure", the offerors point of contact with telephone and facsimile numbers, and the signature of an authorized company officer. The summary should clearly describe a launcher design concept with material selection for each significant component identified. It should address maturity and risk level of technology proposed. It should include offerors experience regarding design and analysis of similar or related structural assemblies. Interested sources that can meet the requirement and desire to be considered, need to respond within 45 calendar days with their abstract.
