- This is a combined synopsis/solicitation for a supply/service contract in accordance with the format in Subpart 12.6, as supplemented with the additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITTION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is MT564 and this is a Request for Proposal. The Standard classification code SIC Code is 7519- Trailer Rental. Proposals are due in this office Tuesday, November 08, 2000 at 1:00 PM ET. This contract will be a requirements type contract for Trailer Rentals at the UNICOR, Federal Prison Industries, Inc. factory located in Milan, Michigan for a period of five (5) years. UNICOR reserves the right to cancel the contract at any time if an alternate means of storage is obtained. The contractor will provide empty storage trailers to UNICOR as requested. UNICOR will utilize the trailers or storage of raw materials and subassemblies for production. Pricing is requested as follows: Trailer rental/lease per month for an estimated quantity of 55 each. UNICOR may require a quantity between 1 and 55 each at any given time. Pricing is also requested for trailer delivery (flat fee), and pricing for trailer pickup (flat fee). The trailers are required to be roadworthy and weatherproof. The trailers require tandem axles with an eight (8) foot inside floor dimension. Minimum trailer length is 45 feet. The trailers require "lockable" swing out or roll up doors. Cloth top or refrigeration unit trailers will not be allowed. The contractor will be responsible for the maintenance of the trailers. UNICOR will inspect each trailer as received and the contractor will be responsible to fix or repair any problems within 24 hours of notification or remove it from the premises with a replacement. The warehouse staff will fax a completed inspection sheet to the contractor with any problems and/or damages noted. UNICOR will be responsible for any damages incurred while it is in the possession of UNICOR. The contractor will be responsible to deliver and pickup a minimum of 5 trailers within a 48 hour period. The UNICOR Warehouse supervisor will be responsible for calling the contractor for pickups, deliveries and/or repairs. Due to the trailers being stored at the Federal Correctional Institution, UNICOR reserves the right to store the trailers off site if the situation arises. The Contracting Officer's Technical Representative (COTR) for this contract is Robert Stitt, Quality Assurance Manager, Milan, Michigan. Delivery/Service will be at UNICOR, Federal Prison Industries, 4002 Arkona Road, Milan, Michigan. The offeror is required to provide past performance information for the same or similar product for two of the most recent contracts, include the following information: Company name, contact person, telephone number, product/service provided, and dollar value of the contract. The Government reserves the right to make award on the initial offer received without discussions. Offerors shall submit signed and dated offers on Standard Form SF 1449 or Company letterhead stationary to Federal Prison Industries, Inc., Material Management Branch, 320 First Street, NW, Washington, DC 20534. Facsimile proposals are acceptable at 202/305-7363. Offers must be received no later than Wednesday, November 08, 2000 at 1:00PM ET. The proposal must include the company name, address, telephone number, technical description, of the items being offered in sufficient detail to evaluate in compliance with the requirements in the solicitation, prices and a completed copy of Representation and Certifications Commercial Items and acknowledge all amendments, if applicable. Offeror will hold prices firm for 60 calendar days from the date specified in the solicitation. If the offer is not submitted on a Standard Form SF 1449, submit the proposal on Company letterhead, with a statement specifying agreement with the terms and conditions of the solicitation. Offers that fail to furnish required representation and certifications or reject the terms and conditions of the solicitation may be excluded from consideration. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer shall result in a binding contract without further action by either party. Before the offer specified expiration date, the Government may accept an offer or part of an offer after its receipt unless a written notice or withdrawal is received before award. The offeror must specify business size.
