- This project is offered for competition limited to firms in the Small Business Administration (SBA) 8(a) Program serviced by the Washington, DC; Baltimore, MD; and Richmond, VA district offices only. Eligibility to participate may be restricted to firms in either the developmental stage or the developmental and transitional stages. The solicitation will be issued without further notice upon SBA acceptance of the requirement for the section 8(a) program. The North American Industry Classification System (NAICS) is 561720 and the size standard is $12 million. The scope of work for this acquisition includes: The contractor shall furnish all labor, supplies, supervision, tools, materials, equipment, and transportation necessary to provide custodial services to various buildings and Medical Treatment Facilities aboard MCB, Quantico, Virginia. Custodial services apply to all designated spaces including, but not limited to, halls, restrooms, offices, work areas, entranceways, lobbies, storage areas, elevators, and stairways. The period of performance is for one base year with four one-year option periods. The estimated availability of the solicitation is 26 October 2000. The estimated proposal due date is 27 November 2000, or thirty days from the solicitation issuance date. The site visit information will be included in the solicitation. Per the Debt Collection Improvement Act of 1996, the Defense Federal Acquisition Regulation Supplement (DFARS) has been amended to require all contractors to register in the Department of Defense (DoD) Central Contractor Registration (CCR) Database. Be advised that failure to register in the CCR makes an offeror ineligible for award of DoD contracts. Information regarding this registration may be obtained by accessing the website at www.ccr2000.com or by referring to DFARS Subpart 204.73. Offerors should submit verification of their firm's registration in the CCR Database with their proposal. In accordance with FAR 5.102(a)(7), the solicitation will be available for download free of charge via the Internet World Wide Web at http://esol.navfac.navy.mil (website). Hard copies (paper sets) or CD-ROM of solicitation will not be provided by the Government. This solicitation is available in electronic format only. All documents will be in the Adobe Acrobat PDF file format. The free Acrobat Reader, required to view the PDF files, can be downloaded from the website. In addition, the official plan holders list will be available for download at the website. Notification of any changes (amendments) to the solicitation will be made only on the internet it will be the contractor's responsibility to check the website for any posted changes.
