Description
The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, intends to award a competitive, Indefinite Delivery, Indefinite Quantity contract for technical and investigative support services in the following warfare areas: Expeditionary Warfare; Mine Warfare (including Mine Countermeasures and Mining operations); Amphibious Warfare (to include Marine Corps operations and Naval Special Warfare), and; Anti-surface Warfare. The technical and investigative support will be in the areas of: 1) technology base assessments and requirements; 2) functional requirements investigations including mission/threat analyses, functional decompositions, and scenario development; 3) concept formulation and cost-effectiveness-risk assessments including analysis of alternatives and engagement, interaction, and survivability investigations; 4) military utility, cost, risk, and performance level assessments including military use studies, economic analysis, and life cycle cost estimates; 5) general investigative support in the areas of simulation modeling and analysis at the system, combat system, platform and force levels, tactical investigations, capabilities/shortfalls assessment, and environmental effects analysis; 6) cost analyses; 7) foreign program support, and; 8) fleet support. A five-year indefinite delivery/indefinite quantity contract is anticipated. The contract will be cost reimbursable, with provisions for both completion form and term form delivery orders. The successful offeror will require a Secret facility clearance. Foreign owned contractors should be aware that restrictions might apply which could preclude participation in this acquisition as a prime contractor. Foreign owned contractors should immediately submit their request in writing. Only contractors who are certified under DoD procedures may receive export controlled data. Interested contractors should submit a completed form 2345 showing status as a Qualified US Contractor. All requests for the Request for Proposal must be in writing.
