Description
This is a combination synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6; as supplemented with additional information included in this notice. Request for Quote Number DACW01-00-T-0117 applies to the acquisition. This is an UNRESTRICTED acquisition and all responsive, responsible offers will be considered. The Government intends to award a firm fixed price contract for base and two option years. Technical/Management source selection criteria is listed as part of the solicitation package. Commercial item provisions 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5 apply. The SIC is 4812, the size standard of which is a concern who has leess than 1500 employees. The vendor shall provide national/international cellular service for 50-200 cellular telephones to be used by over thirty Corps of Engineers (COE) offices located at various sites in Alabama, Georgia, Florida, Mississippi, and Tennessee. (Exact location information is provided in Appendix A.) International service may be required for Central and South American countries such as Colombia, Ecuador, El Salvador, Guatemala, and Honduras. For telephones requiring international usage, equipment must be capable of international and Continental United States service on a single unit of equipment. An estimated 10-15 units will require this capability. The vendor shall provide CallerID, Voice Mail, Voice Mail Alerts, Three-way Calling, and Call Forwarding. E-mail/paging, high volume voice mail, and one number access may also be required on some phones and should be priced as separate options. The COE may utilize Analog or Digital Service as best benefits the Government. Because the service type and service features are connected, some features may be waived when analog service is selected. The vendor shall provide several types of pricing contracts to best accommodate COE utilization at the optimum cost. These may be used separately or jointly. During the life of this contract, the Government reserves the right to have available any customer and volume discount rates at the market's current lowest price structure. The service packages to be offered under this contract include, but are not limited to the following: The packages provide nationwide calling with no additional long distance or roaming charges. These should be provided in incremental packages such as 200 minutes, 400 minutes, or 1000 minutes. These packages provide pooling of cellular minutes by several lines to provide the best cost for cellular utilization. An example of this type of package would be 5000 minutes for 20 instruments. These packages provide utilization minutes on a per-phone basis. In these plans there might be a fee for roaming or long distance. For example, 150 minutes, 300 minutes, or 600 minutes.
