- Description
- Subject to the availability of funds, Sandia National Laboratories, Albuquerque, New Mexico (SNL/NM) intends to contract for Architect-Engineering (A/E) services for the Microsystems and Engineering Sciences Applications (MESA) project. The MESA Project will create a new unique cleanroom facility, light labs and workspaces to support integrated microsystems R&D and production. The preliminary construction cost estimate is approximately $125M. The complex is anticipated to consist of approximately 377,000 gross square feet (gsf) of space to house approximately 650 people to perform research and development activities. The MESA complex is anticipated to comprise of the following: Microsystems Fabrication (microFab) of approximately 95,000 gsf of microelectronics class 10 cleanroom and cleanroom support space to accommodate semiconductor process tools. Microsystems Laboratory (microLab) of approximately 128,000 gsf of microelectronics light laboratory and workspaces. Weapons Integration Facility (WIF) of approximately 153,000 gsf of light electronic laboratory and computational/visualization laboratories, and workspaces. Upgrades to selected mechanical support systems in the existing Building 858 Cleanroom. Infrastructure, Mall, Landscaping, Roads, Parking Lots, Utilities The A/E scope of work includes completing Title I and Title II design and documentation for the MESA complex. Title I shall include a Program Document, Schematic Design and Design Development. Title II shall follow with final Design Package and Contract Documents. The A/E scope shall include an option to proceed with Title III (construction engineering services). Title I design is anticipated to commence in the 2nd quarter FY2001. Firms submitting proposals must have demonstrated experience in designing facilities of similar type and scope. Experience must include: microelectronics cleanroom facilities, hazardous occupancies, computational and advanced scientific visualization laboratories, general purpose chemistry/electrical/laser laboratories, vibration sensitive structures, dynamic interactive environments for work, meeting and teaming spaces, integrated energy efficient building systems and sustainable design, energy management control systems (EMCS), state-of-the-art communications systems, integration of multi-level flexible security systems, and facilities commissioning. Award of this A/E contract will be based on Best Value Criteria. A fixed price A/E services contract is anticipated. All interested firms should submit a letter of interest, which includes demonstrated capability of meeting the qualifications in this announcement, together with fifteen (15) copies of their proposal. The proposal should include standard forms SF254 and SF255. The proposal is limited to 100 pages including the SF254/255. The proposals for A/E services will be evaluated and scored by a committee of SNL personnel based on the following best value criteria: (the best value criteria is listed in order of importance) 1) Similar Experience by the A/E Team -- Project specific relevance to MESA. 2) Experience of Team Members -- Professional Designation/Certification/Education and Technical Experience (It is expected that team members identified in the proposal will perform the work and will be involved throughout the MESA project). 3) Management Plan and Approach -- Project Manager, Discipline Leads and Key Support Personnel roles, responsibilities and interfaces, including project team organization and overall management plan. 4) Programming Methodology -- User Requirements and Building Concepts. 5) Methodology and Performance of Cost Estimating, Schedule and Cost Control, and Construction Engineering Services. 6) Quality Management -- Internal QA Process and External QA Interface and Document Control. 7) Participation by New Mexico companies. 8) Electronic Management and Media -- Experience with the software that will support the MESA Project, including Microstation (CADD). All proposals must be submitted in writing, organized and tabulated per the best value criteria sequence. No telephone or fax proposals will be accepted. Proposals are due by 3:00 p.m. MST, Tuesday, November 7, 2000.
