Description
The National Institute of Standards and Technology (NIST) has a requirement for a contractor to transfer knowledge of the theory, measurement methods, and experimental characterization of the NIST microcalorimeter to a new NIST scientist. The new scientist must become adept in theoretical analysis, the physical processes of experimentation, and in the recognition of specific experimental diagnostics that indicate measurement problems in a relatively short amount of time. In addition to this training, the contractor will provide documentation for the NIST 2.4 and Type N microcalorimeter measurement systems, and reorganize the NIST microcalorimeter and primary standard control charts. The National microwave power standards are maintained at the NIST laboratory in Boulder. No other U.S. Government or industrial laboratories perform this work and therefore no domestic resources exist to undertake this work. This announcement/solicitation is being issued under the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00) and is not a request for quotes. There is no bid package available. The award decision will be based upon the best value to the Government, with technical merit, past performance and availability being significantly more important than price. Fred Clague is an internationally recognized expert in the field of microwave power measurements. He has the background and experience in microcalorimeter theory and experimental practices.
