- A Program Research and Development Announcement (PRDA) No. MNK-01-0001, for the Sensor Analysis, Modeling, and Imaging (SAMI) program is contemplated for release within 30 days. A draft PRDA of the SAMI program is contemplated for release within seven days. A Sources Sought Synopsis was published in the CBD on 4 August 2000. The overall SAMI program objective is to perform physics-based, multi-spectral, scene generation and ATA algorithm development and analysis software. The software developed will be along the following three product lines: l) Irma, 2) Multi-mode/Multi-discriminant Autonomous Target Acquisition (ATA) Algorithms Development and Evaluation (MATADE), 3) Advanced Ladar Algorithm Development and Evaluation (ALADE). The concurrent technical objectives of this program are as follows: )1) Irma -- Develop a rigorously validated and verified multi-spectral synthetic scene generation code to aid in the development of autonomous target acquisition and sensor fusion technologies. In addition, the code should also be capable of supporting munition seeker/sensor technology development for Test and Evaluation (T&E) (e.g. closed loop testing), and Operational Test and Evaluation (OT&E) (e.g. mission planning). 2) MATADE -- Improve and maintain the existing KHOROS-based Modular Algorithm Concept Evaluation Tool (MACET). The detection, acquisition, classification, and identification libraries for single, multi-mode, multi-spectral, and multi-discriminant ATA algorithms shall be populated. The interface between these functions shall also be developed, validated, and easily modifiable. A ground plan estimation for both flat and rough terrain scenarios shall be developed and integrated into MACET. The MACET ground truth editor and performance evaluation tools shall also be enhanced for a better analysis capability and the algorithm for tracking the tactical mobile target shall be integrated into the tool set. 3) ALADE -- Develop and evaluate multi-discriminant Ladar ATA algorithms to improve current and future smart weapon capability to detect, classify, and identify both critical ground mobil targets and fixed high value targets. Algorithms developed for Critical ground mobile target are required to handle the many extended operating conditions experienced in tactical scenarios. These solutions must be robust to partially obscured targets, articulated targets, moderate-to-high clutter environments, rough terrain, countermeasures and adverse weather. Algorithms for fixed high value targets are required to provide precision guidance with a center error probable (CEP) less than one meter. All products developed on this contract will be property of U.S. Government and not available for resale by the contractor. The Government is contemplating an IDIQ Task Order Time and Material Contract. The estimated performance period of this effort is a two year basic contract and three l-year options. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contracting Officer, Contract Specialist, or the Program Manager identified below.
