- The Naval Air Warfare Center Aircraft Division (Code 4.5.8) Identification Friend or Foe, St. Inigoes, Maryland requests information from potential manufacturers of Identification Friend or Foe (IFF) omni-directional Antennas. THIS IS NOT A SOLICITATION, BUT A REQUEST FOR INFORMATION (RFI) FOR PLANNING PURPOSES. This RFI does not represent a contract, a promise to contract, or a commitment of any kind on the part of the Government. The Government will not pay for the information submitted in response to this synopsis. PURPOSE: The purpose of the RFI is to obtain information from current and prospective IFF Antenna manufacturers to assess the capability to replace the existing AS-177B/UPX omni-directional antenna. The current manufacturer of the AS-177B/UPX antenna is Eastern Microwave. These omni-directional antennas may be used with an interrogator to transmit the interrogator side lobe suppression (ISLS) reference pulse signal in an omni-directional pattern as required for ISLS systems, or with a transponder as a receiving and transmitting antenna. This antenna must be operational at 1030 and 1090 MHz frequencies and capable of transmitting RF energy of up to 5 kilowatts maximum peak power at two percent duty cycle. The antenna design shall incorporate as an integral part a filter to attenuate frequencies from 2450 to 3530 MHz by at least 40 db and 3530 to 3759 MHz by at least 27 db. The DC resistance of the antenna to ground shall be infinite. The VSWR of the antenna and it's integral rejection filter shall not exceed 1.45:1. The antenna shall be electrically equivalent to and interchangeable with the existing AS-177B/UPX antenna. The antenna shall be designed for installation in a vertical orientation and provide uniform propagation and reception of vertically polarized RF waves at all angles of azimuth. Maximum variation in gain with change in azimuth bearing over a full 360 degrees should not exceed 1.5 db. The antenna gain shall not be less than 2.8 dBi. The vertical beamwidth of the antenna, as measured between the half-power points, shall be 45 + 5 degrees. The maximum gain shall lie between 2 to 4 degrees elevation in the vertical plane. It is imperative that this antenna mounts the same as its predecessors. The base casting should have a design to receive the end of a one and one-half inch thick, extra heavy iron pipe, schedule 80 pipe, outside diameter 1.9", required to mount the antenna and should be clamped using hex head bolts to secure it in place. The antenna's RF connector shall be a "N" type female connector. The actual dimensions of this antenna can not be any larger than 20 1/8"H, 6 " L and 6 " W and its total weight shall not exceed 8 pounds. Point of Contact (POC) information is required from all respondents. Respondents may use any Commercial Operations and Support Savings Initiative (COSSI) approach to obtain these features. However, you must include an assessment on technological risks and associated cost. This RFI does not represent a contract, a promise to contract, or a commitment of any kind on the part of the Navy. All proprietary and restricted information shall be clearly marked. Indicate whether your firm is a small, small disadvantaged, small woman-owned, or large business concern. Interested sources are encouraged to comment on the draft specifications and submit the following information at NO COST or obligation to the Government within 14 days of publication of this notice: Company name, address, POC, telephone number, description of systems and components, and any brochures or pictures available, and a capabilities statement that outlines its ability to meet the Government's minimum requirement as represented by the draft specifications incorporated in this synopsis.
