Description
The National Park Service, Department of Interior, is soliciting proposals for construction firms having the capability to perform the work described below. A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. -- The work of this contract consists of stabilization and repair of a 300-year-old coquina masonry fort. The primary construction elements are: 1.) The removal and replacement of the concrete terreplein (gundeck), totaling approximately 30,000 square feet. 2.) The repair of cracks in the coquina masonry bastions. 3.) The re-pointing of the coquina retaining walls which surround the fort. 4.) Upgrades to the electrical system, including routing of electrical conduit within the new concrete slab to provide lighting for the gundeck. 5.) Construction of a temporary access road. 6.) Removal, reconstruction, and/or replacement of miscellaneous site amenities. Estimated price range is $1,000,000 -- $5,000,000. -- Time for completion is 365 calendar days. Proposal receipt date is approximate; actual date will be established at the time bidding documents are available. All responsible sources may submit an offer which will be considered. All sources responding to this synopsis should submit information relating to business status, including identification as to whether small, large, or minority owned, and/or woman-owned. All sources responding to this synopsis should also identify themselves as prime contractor, subcontractor, supplier, plan room, publication, or other. All sources responding to this synopsis are being made aware that 100 percent of performance and payment bonds are required. -- All potential bidders must have prior experience in the performance of similar construction on historic masonry structures. Other important considerations include limited access to the fort, archeological restrictions, and limits on the types and sizes of demolition equipment that may be used. The following criteria will be utilized to evaluate all bids. -- Bidders must demonstrate competence and experience in:1)Working on coquina stone masonry forts or similar historic structures, while ensuring the protection of the surrounding historic fabric.2)Placing and finishing various types of concrete in difficult, or confined areas. 3)Installing Sarnafil Waterproofing System, or similar membrane waterproofing system, within a historic structure. 4)Creative demolition methods of concrete removal, while ensuring the protection of the surrounding historic fabric. Jackhammers or other vibratory methods will not be permitted.
