- This announcement constitutes a Request for Information (RFI) synopsis and market research. The Network Acquisition Service Center for the Veteran Integrated Service Network 19 is conducting a cost benefit analysis and identify potential sources that can provide air ambulance patient transportation services to include Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Life Support (CCLS). The SIC code for this service is 4522. This analysis requires contractors that can provide air ambulance transportation services for our veteran patient population throughout Colorado, Utah, Wyoming, and Montana. Contractors interested in providing these services shall address each of the following requirements for air ambulance services in detail and provide a realistic price schedule. 1. What is the contractors response time? 2. What are the contractors hours of service? 3. What are the air ambulance transportation policies concerning patient care requirements? 4. What are the air ambulance transportation guidelines established per the Federal and State Government? 5. What are your procedures for tracking flights, mileage, patients, and invoicing? 6. What are your operating procedures for supervision, personnel, training, fueling and safety? 7. What type, make, model of aircraft do you have and how many? 8. How many passengers can be transported per flight? 9. What special features does your aircraft have for the transport of patients, eg. Stretcher, wheel chair, oxygen capabilities? 10. What type of equipment is your aircraft equipped with, standard or medical? 11. What is the policy concerning preventive maintenance of the aircraft and equipment? 12. What are the contractor, pilot, co-pilot, medical personnel's credentials and experience for the transportation of patients? 13. What licenses/certification does the aircraft operators and medical personnel have? 14. Does the contractor have the ability to electronically track usage data and transmit it? 15. Can the contractor provide qualified/certified medical personnel to transport patients who may need basic life support, advanced life support, or critical care advanced life support ? 16. Would you be willing to participate in an informal question and answer session that will be held in Denver, Colorado on November 7 or 8, 2000? 17. What is the charge per nautical mile (patient loaded miles only)? 18. What is the charge for providing Basic Life Support (BLS)? 19. What is the charge for providing Advanced Life Support (ALS)? 20. What is the charge for providing Critical Care Life Support (CCLS)? 21. What is the charge for transporting an additional patient? 22. What is the charge for a patient no show? 23. List any other charges that may be incurred during transport. 24. What is the contractors specific area for geographic coverage? 25. What, limitations, if any, does the contractor or their equipment have that may prevent them from satisfactorily performing this service? 26. Is the contractors aircraft equipped with all flight instruments required by FAA regulations for air ambulance operations to be conducted? 27. Does the contractor have access to an aeromedical consultant to act as technical advisor to assist identifying precautions and care required in flight. The estimated usage data for our network is estimated at 171 flights covering approximately 100,000 nautical miles.
