Description

The U.S. Environmental Protection Agency (EPA) is amending Request for Quotation RFQ-DC-00-00186 (PR-DC-00-02304) to remove the Small Business Set-Aside status and to open the requirement to full and open competition under the Simplified Acquisition Procedures of FAR Part 13. The U.S. EPA intends to issue a request for quotation (RFQ) for services to provide a report on the assessment of the state of the science on developmental neurotoxicology and neurobehavioral effects in children's environmental health. The report shall be between 400-500 pages, written in three (3) easy-to-read sections, each containing state-of-the-art information describing all relevant processes, effects or outcome. The 3 sections are: 1) Biological Development of the Human Nervous System, 2) Neurotoxicity and Neurobehavioral Effects and 3) Integration of Information. The period of performance shall be 12 months from the date of issuance of the purchase order. It is estimated that up to three (3), day meetings with EPA in Washington, DC metropolitan area may be required during the life of the requirement. The offeror shall prepare a succinct written offer that demonstrates their ability to perform the effort described in the Statement of Work, a schedule of deliverables and a firm fixed price offer. As a guideline, offers (not including resumes, SF 18 Request For Qoutation, and Representations, Certifications, and Provisions) shall be fewer than twenty (20 pages. Two (2) copies of the technical proposal are required. The number of chapters will depend on as many topic areas as appropriate for inclusion in each section. Evaluation Criteria: An award will be made on a "best value" basis, price and other factors considered. EPA shall evaluate offers based on the following technical evaluation criteria which are in descending order of importance. Understanding of the effort and training and experience are relatively equal in importance and personnel is of less importance. (1) Understanding of the Effort -- Demonstrated understanding of the effort to include a two (2) page summary of the contractor's understanding of the subject matter, an approximation of the number of reviews expected, a description of the report structure, and an outline showing the breakdown of the specific areas (listing all developmental processes, chemical agents and health effects to be discussed), by chapters to fulfill each of the requested tasks. (2) Training and Experience (collectively for the bidder and associates) -- Demonstrated training and experience in advanced training, practice, certification, and publication in clinical or bio-medical research in the area of human and animal neurology, developmental neurology, developmental neurotoxicology, and neurobehavioral studies. (3) Personnel -- Show the staffing structure, resources to be allocated, and level of effort that will justify the accomplishment of all required tasks in this acquisition.
