Description

Contact Mr. King first regarding this synopsis. In his absence, contact Ms. Smith. This requirement is to conduct required compliance monitoring and evaluation of special education programs at Bureau of Indian Affairs funded schools in 24 Office of Indian Education Programs (OIEP) Education Line Offices throughout the country to ensure compliance with Public Law (P.L.) 105-17, the Individuals with Disabilities Education Act Amendments of 1997 (IDEA). The contractor must be able to demonstrate extensive experience, knowledge, and an educational background in special education, P.L. 105-17, P.L. 100-297 Tribally Controlled Community Schools, OIEP organizational structure, as well as various Indian community settings. Extensive travel will be required to geographically isolated schools, and in many cases over unpaved roads. Several schools will be randomly selected at each 24 sites for review. The contractor will develop and conduct interviews to determine compliance with IDEA, develop the compliance monitoring form, develop along with OIEP Agency/Area and Division Staff the schedule of schools to be monitored, and prepare a final monitoring report. The report is to include areas of improvement, but also areas of strength, and will make recommendations to OIEP of strategies to assist and support schools that need improvement. This contract is for the academis year 2000-2001. The monitoring of the selected schools is to be conducted during the academic school year. The final report of the monitoring activities is to be completed by June 30, 2001. This requirement is intended to be awarded as a Firm-Fixed-Price commercial contract.
