- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number N00164-00-Q-0010 is hereby issued as a request for quotation (RFQ). The proposed contract is 100% set-aside for small business concerns. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19 and DCN 20000831. The Standard Industrial Classification Code for this procurement is 3599 and the size standard is 500 employees. This requirement is for the following: CLIN 0001 Automated Capillary Flow Porometer, P/N CFP-1500 plus the KOH compatibility test option and option C to test samples under compression. Critical parameters are: Test pressures 100-500psi; Flow rates up to 200 std. Liters/min; Pressure and flow resolution 1 part in 20,000; Sample size 0.25-2.5 in diameter; and Maximum pore size detectable 600 microns with water, 200 microns with specialty reagents. This requirement will be satisfied by using a sole-source procurement to Porous Materials, Inc., Cornell University Research Park, Bldg 4, 83 Brown Rd., Ithaca, NY 14850-1298 because this is the only manufacturer with the instrumentation which will satisfy the requirements of an upgrade to the current instrumental capabilities which adheres as closely as possible to the original specification and also satisfies test requirements for new material that is mission-essential. Delivery is required F.O.B. Crane, IN 47522 within 60 days after award. Final inspection will be at NSWC Crane, IN. This will be a firm fixed price contract and will be awarded utilizing Simplified Acquisition Procedures. The contractor shall extend to the Government the full coverage of commercial sale warranty provided such warranty is available at no additional cost to the Government. The offeror shall provide its Commercial and Government Entity (CAGE) Code, Contractor Establishment Code and Tax Identification Number. To be eligible for award you must be properly registered in the Government's Central Contractor Registration (CCR).
