Description

This is a combined synopsis/solicitation for commercial items and service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested using simplified acquisition procedures, and a written solicitation will not be issued. This solicitation, PS01-Q-001, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. This acquisition is 100% set-aside for small business. The Standard Industrial Code (SIC) for this acquisition is 2732 "Book Printing", the small business size is 500. The National Science Foundation (NSF) has a requirement for printing, binding and delivery services for publication number NSF 00-327, Women, Minorities, and Persons with Disabilities in Science and Engineering. Services will include output, stripping, proofing, perfect binding, packing and delivery. The contractor will be required to print 8,000 copies of the publication that consists of 267 pages plus cover and spine. The trim size is 8 " x 11". The artwork, with the exception of covers 3 and 4, will be provided to the contractor in electronic mechanical. Covers 3 and 4 will be supplied in camera-ready artwork. Cover 1 and spine shall be printed using a 4-color process (CMYK) on 12pt. Cls or comparable recycled stock, plus full flood varnish. Text pages shall be printed black and 1 PMS color on 60# recycled offset. Proofs shall be provided as follows, Matchprint (or comparable) for Cover 1 and Bluelines. 70 copies of the completed publication are to be delivered to NSF Headquarters in Arlington, Virginia. The remaining 7,930 copies are to be delivered to NSF Clearinghouse in Annapolis Junction, Maryland. Interested responsible contractors must be located within a 100 kilometer or 62 mile radius of NSF headquarters, 4201 Wilson Boulevard, Arlington, Virginia. Contractors intending to use production facilities outside this area will be required to furnish information within their quotation, which will on its face, demonstrate the ability to meet the schedule requirements. The contractor must be able to make last minute adjustments and be able to pick-up and deliver from NSF on very short notices during production. Responses to this synopsis/solicitation shall provide pricing for printing, binding and delivery of NSF publication number 00-327 as specified herein, for 8,000 copies each with the extended total. A separate line for additional 1000 copies priced per job, along with an hourly price for Authors Alterations (AA). Note that the AA cost is based on an estimated 100 pages/negatives and is to include the cost for labor materials and stripping when applicable. Offerors shall provide a complete copy of provision 52.212-3, Offeror Representations and Certifications -- Commercial Items. Offerors shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding and the ability and willingness to comply with the Government's specifications of need. Failure to address a specification/requirement will be construed by the Government as inability to meet the need, or the offeror's taking exception to it. The Government anticipates awarding one order resulting from this combined synopsis/solicitation to the responsible offeor whose offer conforming to this synopsis/solicitation will be most advantageous to the Government. The following factors, in descending order of importance, shall be used to evaluate offers: A) Cost/Price; B) Technical Qualifications; and C) Past Performance. The Government reserves the right to award a purchase order without discussions. Selection will be made in accordance with FAR Part 13, Simplified Acquisition Procedures, Subpart 13.106-2 Evaluation of Quotations or Offers. The following FAR provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial; 52.212-4, Contract Terms and Conditions -- Commercial Items; 52.232-33, Payment by Electronic Funds Transfer -- Central Contractor Registration.
