THE U.S. FISH AND WILDLIFE SERVICE INTENDS TO ENTER INTO A SOLE-SOURCE SIMPLIFIED ACQUISITION WITH YUKON FUEL COMPANY (GALENA, ALASKA) FOR 12 MONTH PER YEAR FUEL DELIVERY TO ISOLATED AND REMOTE (NON-ROAD ACCESSABLE) SERVICE SITES.

Description
The U.S. Fish and Wildlife Service Region 7 (Alaska) intends to negotiate a "pay as we order" one year simplified acquistion purchase order with Yukon Fuel Company. The amount of fuel is of an indefinite quantity but will not exceed the amounts for each type designated in the notice below. The Service promises no minimum quantity of fuel purchased. The Service previously synopsized this requirement in the Commerce Business Daily and has found Yukon Fuel Company the only firm logistically capable of performance and delivery on an "as needed /through-out the year basis". The areas to which the fuel must be delivered can only be reached by river or air, and the river is presently freezing and will not thaw until late May 2001. Yukon Fuel Company is the only vendor with the facilities and tanks serving Galena, Alaska and points beyond. Since Yukon Fuel Company has this operation in and around Galena, they are the only vendor who can supply the Service's fuel needs. The Service's requirement follows: (1) AVGAS no more than 5,500 gallons, but no minimum purchase promised, delivered to: (a) Alexander Lake at the New Townsite in Galena, AK; (b) Huslia, AK approximately 232 river miles / 68 air miles from Galena; (c) Ruby, AK approximately 54 river miles / 35 air miles from Galena, AK. (2) Supply unleaded fuel not to exceed 4,000 gallons, but no minimum purchase quantity promised, deliver and fill the Service's tanks on the Galena Air Force Base. (3) Heating Fuel (Types 1 and 2) not to exceed 4,500 gallons but no minimum purchase quantity promised to Service buildings in Galena. Summary: The Service has no tank farm to store the bulk quantities of fuel identifed above. The Service has small tanks and requires delivery of fuel on an ongoing basis (12 months per year) and delivery shall occur no later than 48 hours after an order is placed by authorized Service personnel. The Service shall pay the standard commercial "best customer" rate for fuel sold in that geographic region. The Service anticipates award of this simplified acquisition no later than the end of October 2000.
